Description
U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: Pennsylvania City: Philadelphia Delineated Area: Starting at the intersection of West Erie Avenue and Route 13, travel South on Route 13 to Henry Avenue, follow Henry Avenue to Wigard Avenue, west on Wigard Avenue, northwest on Shawmont Avenue, continuing west on Shawmont to Minerva Street to Umbria Street, west on Leverington Avenue to Main Street, south on Main Street to Ridge Avenue�to North 33rd Street, west on West Girard Avenue to the Schuylkill River, west on Grays Ferry Avenue to Woodland Avenue to to S 49th Street to Lindbergh Boulevard to Island Avenue to Bartram Avenue to Penrose Avenue, back to the Schuylkill River,�South to the Delaware River, following the Delaware River north to Frankford Creek, to Torresdale Avenue/East Erie Avenue, traveling west on East Erie Avenue to West Erie Avenue, ending at Route 13. (See attached map.) Minimum Sq. Ft. (ABOA): 36,000 ABOA SF total of mixed space, see the below breakdown Office � 2,220 USF Warehouse � 33,780 (minimum ceiling height of 16�-0� minimum clearance to underside of joists) Maximum Sq. Ft. (ABOA): 38,000 ABOA SF total of mixed space, see the below breakdown Office � 2,220 USF Warehouse � 35,780 (minimum ceiling height of 16�-0� minimum clearance to underside of joists) Space Type: Office and Warehouse������ Parking Spaces (Total): 40 Parking Spaces (Reserved and Secured): 40 Surface Spaces Full Term: 15 years Firm Term: 10 years Additional Requirements: ?����� The proposed facility shall not be located in the immediate vicinity (640 ft.) of any facilities identified by the Interagency Security Committee (ISC) as �hazardous materials transportation/storage facilities.� Examples: facilities with potential environmental threats, such as fuel storage areas, gas stations, chemical manufacturing facilities, etc.as well as railroad lines transporting hazardous material. ?����� The proposed facility shall not be located in the immediate vicinity (640 ft.) of any �bulk storage sites� Example: aforementioned hazardous materials storage sites, water purification centers, above ground fuel storage, and rail yards. ?����� The proposed facility shall not be located near a low risk facility. Examples: day care centers, senior centers, schools, hospitals and religious/rehabilitation/social service centers. ?����� The proposed facility shall not be located near Public Defenders, Immigration and Customs Enforcement, Probation Offices or other businesses or facilities deemed unacceptable by the Tenant�s Physical Security Unit (PSU) for security purposes. ?����� The proposed facility shall not be located in close proximity or adjacent to facilities associated with foreign powers identified in the Tenant's National Security Threat List. ?����� Facilities with open/general public parking below the building proposed for the Tenant office shall not be considered. ?����� The facility and surrounding access drives shall be configured to allow efficient and safe vehicular circulation. ?����� The building shall be of substantial construction (concrete, concrete masonry unit, brick, etc). ?����� Space shall be contiguous and on ground level. ?����� Column spacing throughout the facility shall be able 25� x 25 minimum structural bays. ?����� The floor slab of the offered facility shall accommodate vehicles that can weigh up to 20,000 lbs. ?����� Building must be able to accommodate a minimum of two 14� x 14� electronically controlled roll-up doors at grade level to allow vehicles to drive in and out of the facility. ?����� The entire space will be climate controlled and protected with an automatic fire suppression system throughout. ?����� All entrances to the facility and all site parking shall be protected behind a perimeter anti-climb fence. The perimeter fence need not surround the entire property unless every side of the facility has an entrance that the Tenant is not allowed to infill with masonry blocking. The fence shall be architecturally appropriate and aesthetically pleasing. The fence shall be uniform in appearance. The fence shall be eight feet tall, measured from the exterior side of the fence, from the grade to the top of the fence. The fence shall be straight, not curved at the top. The space between the bottom of the fence and grade shall not exceed three inches. The material at the base of the fence shall be substantial enough to prevent undercutting by hand. The fence shall be of commercial grade and of substantial enough construction to protect and deter unauthorized entry through the fence line. Chain link fence shall not be acceptable. Lockable, motor operated, fast operating, high cycle; vehicle sliding gate shall be provided at all vehicular access points. The height of the vehicle sliding gate shall be the same as that of the fence. ����� ?����� The site shall accommodate at least 40 on-site parking stalls located adjacent to the facility's main entrance within the boundaries of the perimeter anti-climb fence. All parking stalls shall be striped. The spaces shall be non-tandem parking spaces, capable of accommodating full-size passenger vehicles similar to a Chevrolet Suburban, passenger vehicles, and light trucks. ?����� The site shall be able to accommodate turning radii and drive lanes for deliveries via 72' tractor trailer and fire department vehicles. Site offered shall be able to accommodate turning radii and drive lanes for deliveries via 72� tractor trailer (AASHTO standard vehicle WB-67) and fire department vehicles. The offer shall specify how this will be accomplished. For example, the configuration of the facility may be such that the truck could pull into the vehicle bay area, via a drive lane, and pull straight through the facility, or safely back out. If it is not feasible for the tractor trailer to enter the facility, then it will be necessary to be able to park the tractor trailer in the street for the period of time necessary to offload deliveries. ?����� The warehouse space requires a minimum clearance of 16'-0"" to underside of joists and shall be designed to support specialty vehicles that can weigh up to 20,000lbs.� The overhead door requirements are 14' wide x 14' high. Offered space must meet Government requirements for fire safety, accessibility and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 100-year flood plain. This procurement will be subject to all the rules, regulations, conditions and specifications stated in the Request for Lease Proposal (RLP) package that will be sent out pursuant to this advertisement. At this time, the Government is only considering existing buildings, and will not consider new construction options. Expressions of Interest must be received in writing no later than August 21, 2020 by 5:00 PM Eastern Time, and should include the following information at a minimum: � Building name and address? � Location of space in the building and date of availability? � Rentable Square Feet (RSF) offered and full service rental rate per RSF? � ANSI/BOMA office area (ABOA) square feet offered and full service rental rate per ABOA SF? � Floor plans (as-built) identifying offered space? � Name, address, telephone number, and email address of authorized contact. Owners, brokers, or agents may offer space for consideration. Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the building offered.
