- UPDATED: 14 AUG 2020 TO ADD AMENDMENT NO. 0001 (SEE ATTACHMENTS) This Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the issuance of the Invitation for Bid Package for its construction project entitled, ""Waukegan Harbor Dredging, Waukegan , Lake County, Illinois (USACE Acquisition)."" PROJECT INFORMATION: Under the contract, the contractor will be required to remove up to 500,000 Cubic Yards (CY) of sediment by mechanical dredging. The sediment shall be placed in the designated sediment placement area down drift (south) of the harbor with an option to be placed�near shore in the littoral zone at IBSP (Illinois Beach State Park). There are also six alternative on beach placement sites for dredged sediment which will be included as options in the contract. CONTRACTING OFFICE: USACE Chicago District, 231 SOUTH LaSALLE STREET, SUITE 1500, Chicago, IL 60604 ACQUISITION INFORMATION: Competition for this acquisition is restricted to HUBZone Small Businesses. The North American Industry Classification System (NAICS) code is 237990, with a small business size standard in dollars of $27.5M for dredging. Dredging projects: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. The magnitude of cost for construction is estimated between $1,000,000.00 and $5,000,000.00. The Solicitation (Invitation for Bids ��IFB�) is available from this website (beta.sam.gov). IN THE CASE OF A DISCREPANCY BETWEEN THE DATES PUBLISHED IN THIS NOTICE AND THOSE CALLED OUT IN THE Invitations For Bid (IFB) DOCUMENT, THE DATES IN THE IFB DOCUMENT OVERRIDES THOSE PUBLISHED HEREIN THIS NOTICE; THIS IS RELATIVE TO THE IFB ISSUANCE DATE AND THE DUE DATE FOR BIDS. IMPORTANT POLICY: Bidders are REQUIRED to be registered in the System for Award Management (SAM) AT THE TIME ITS BID IS SUBMITTED to comply with the annual representations and certifications requirements.
