Description
1.� This acquisition will result in the award of a Firm-Fixed Price (FFP) contract for Design-Bid-Build (DBB) construction. ��2.� �MQ-9 MCE Group at Shaw Air Force Base, Sumter, SC will be comprised of two new buildings, a Headquarters Building and an OPS Building, which will house a multitude of various MQ-9 missions. These missions do not currently reside in a permanent facility at Shaw AFB but will be designed based on the Remote Piloted Aircraft (RPA) program and operation needs. Current RPA missions are being operated out of temporary facilities until these new facilities are built and operational. The associated site work includes facility mechanical equipment, generator equipment, trash enclosure along with 250 parking spaces and a space for two (2) Mobile Ground Control Station (MGCS) units. The complex will be focused around an exterior courtyard that promotes interaction amongst squadron personnel while allowing for a shared entry access point from the parking areas. The facilities designs will utilize the roof lines to create a visually integrated complex while establishing a strong Air Force Mission Presence.��� The MQ-9 MCE Group will be designed as permanent facilities with appropriate security, secure rooms and utility redundant requirements to support the operations and personnel of the MQ-9 RPA mission. The operations facility will house two (2) separate squadrons with independent mission requirements. A large portion of the squadron components will be located within a secure area. Access into each squadron will be accessed via independent secure vestibules. The facility massing will be symmetrically designed to provide for a clear distinction between individual squadrons. The wing shaped form creates an emphasis on the complex�s unifying courtyard and abstractly characterizes the Air Force presence. �Each squadron will consist of an operations control center, GCS rooms, simulators, briefing rooms, command components and administrative support spaces. �In addition to the independent squadron requirements the facility will contain shared facility support spaces and �DWELL� administrative areas. �Shared components will exist for both mission support functions and facility support spaces. The criticality of this facility determined that the facility must sustain 24/7 operations. The operations facility will be approximately 77,300 GSF.� The design will meet the criteria established by the Air Force Corporate Facilities Standards (AFCFS) and the Installation Facilities Standards (IFS). The Headquarters facility will house a command suite, an auditorium with unclassified up to secure capabilities, and squadron supporting administrative offices. Facility support spaces and facility service spaces will be shared. The entrance lobby to the headquarters building will serve as a beacon to demark the overall complex entrance. The lobby roof will initiate the visual hierarchy for the mission�s components. The command suite will be located on the second floor with a prominent entry sequence via a decorative stair in the main lobby. The second floor will also contain a small secure space for required secure administrative requirements outside of the operations facility. The ground floor is primarily occupied by the auditorium, but it also provides for non-secure headquarters administrative support spaces.� The headquarters facility will be approximately 23,500 GSF. The design will meet the criteria established by the Air Force Corporate Facilities Standards (AFCFS) and the Installation Facilities Standards (IFS).� Building 1842 and the adjacent parking lot currently resides on the project site and is scheduled to be demolished as part of this scope. In accordance w ith Defense Federal Acquisition Regulation Supplement (DFARS) 236 204, the Magnitude for this project is betw een $25,000,000 and $100,000,000. A Pre-Proposal Conference and Site Visit w ill be scheduled at Shaw AFB, Sumter, SC. See Secttion 00 10 00 Site Visit and FAR Clause 52.236-27 ALT 1 for additional details.
