Description
Mississippi River & Tributaries Project (MR&T), Mississippi River Levee (MRL), Atchafalaya Basin Levee District, Point Pleasant Seepage Relief Well Project Phase III, Iberville Parish, LA. MRL Point Pleasant Seepage Relief Well Project Phase III (�Project�) located adjacent to Louisiana Highway 405 in the vicinity of the town of Plaquemine, Iberville Parish, Louisiana consists of installing relief wells to collect seepage during high water stages on the Mississippi River (�River�) and electric-powered pumps would be used to convey the seepage water discharged from the relief wells back over the MRL and into the River. The proposed work requires the construction of 42 passive relief wells along the west bank of the River and would require boring a series of forty-two (42), eight (8"") inch diameter holes, approximately 100 feet below the existing landside MRL toe surface elevation. The relief wells would be spaced approximately 150 feet apart in locations that will avoid impacting any existing utilities and levee access ramps. An existing ditch, between the landside MRL toe and Louisiana Highway 405, will be excavated and re-graded at various locations to collect the outflow from the seepage wells and to allow the pumps to be used to return the seepage water back to the River without compromising the ditch to collect and store storm water run-off from the adjacent MRL. During periods of high water, 6 pairs of electric-powered pumps would be used to convey the seepage water discharged from the relief wells back over the MRL and into the River, with a pair of pumps at each discharge location. The relief wells and pumps would be located on the landside toe of the existing west bank MRL adjacent to Louisiana Highway 405. Six permanent 12 inch HDPE discharge lines with steel pipe end sections, will be installed above the existing levee section to accommodate the project pumps. Each pump location will be provided a discharge line. Slope paving will be provided where the discharge pipes emerge from cover on the discharge end. A 12 inch steel casing pipe will be provided where the pipes emerge from cover on the intake end. During periods of high water, the outflow from the seepage wells would be monitored by Atchafalaya Basin Levee District personnel who would deploy the portable pumps to be used to pump the excess water from the ditch, over the MRL and into the River through removable flexible discharge hoses. The anticipated pumping capacity is 4000 gallons per minute along Reach 1, 6800 gallons per minute along Reach 3 and 11,000 gallons per minute along Reach 5. The total discharge volume (i.e., seepage water pumped back over the MRL and into the River) would vary based upon how much seepage is flowing into the drainage ditch. The portable pumps, discharge hoses, and electrical cables would be stored offsite and would be deployed as necessary during high river stages. The estimated value of this work is between $5,000,000 and $10,000,000. This requirement is set-aside for Service-Disabled, Veteran-Owned Small Businesses only, Invitation for Bid (IFB).
