SUBJECT: PRE-SOLICITATION NOTICE BUILD HOSPICE UNIT FOR LOCH RAVEN VAMC (MINOR CONSTRUCTION PROJECT) VA CAPITOL HEALTHCARE NETWORK (VISN 5) This Pre-Solicitation Notice is issued solely for informational and planning purposes. It does not constitute an Invitation for Bids (IFB) nor is it a promise to issue an IFB in the future. Not responding to this Pre-Solicitation Notice does not preclude participation in any future IFB; no response to this Pre-Solicitation Notice is required. Any responses received to this Pre- Solicitation Notice are not considered quotes/bids/or offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the Government Point of Entry (GPE) site (https://beta.sam.gov/) for additional information pertaining to this Pre-Solicitation Notice. This Project is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set Aside. The U.S. Department of Veterans Affairs (VA), Regional Procurement Office East (RPOE), Network Contracting Office 5 (NCO 5) - Perry Point Veterans Affairs Medical Center (VAMC), intends to solicit for a firm-fixed price contract to provide Construction services necessary to Build Hospice Unit for the Loch Raven VAMC located at 3900 Loch Raven Blvd, Baltimore, Maryland 21218. FAR 36.213-2(b): (1) Describe the proposed work in sufficient detail to disclose the nature and volume of work (in terms of physical characteristics and estimated price range) (see 36.204); The Loch Raven VAMC has a new requirement for construction where the successful contractor shall provide all labor, tools, equipment, devices, materials and supervision and will perform all operations necessary for the approximately 20,000 square feet of new construction and additional associated necessary renovations and tie-ins, including a new second story addition to the existing Robotics Research facility, a new stair/elevator tower, and a new pedestrian walkway connecting the new construction to the existing Community Living Center (CLC) facility. All work shall be done in accordance with the design drawings and specifications which were completed and accepted by the Government 02/26/2020. The successful contractor shall verify all existing conditions prior to bid. Work to be performed in strict accordance with specification, drawings OSHA, EPA and VA Directive. This new acquisition will address the limited current issues of privacy, infection control, and when family visitation during this sensitive time with the current 9 shared hospice beds the CLC has. Magnitude of Construction: Between $10,000,000 and $20,000,000 (VAAR 836.204(h)(1)). (2) State the location of the work; Loch Raven VAMC located at 3900 Loch Raven Blvd, Baltimore, Maryland 21218. (3) Include tentative dates for issuing invitations, opening bids, and completing contract performance; Issuing invitation (via GPE): 06/04/2020 (tentative and subject to change). Opening bids (virtual): 07/08/2020 (tentative and subject to change). Completing contract performance: after 540 days (1.5 years). (4) State where plans will be available for inspection without charge; GPE (5) Specify a date by which requests for the invitation for bids should be submitted; 07/10/2020 (tentative and subject to change). (6) State whether award is restricted to small businesses; Restricted 100% total set-aside SDVOSB. (7) Specify any amount to be charged for solicitation documents; and Not Applicable.
