- Description
- This is a pre-solicitation notice for the procurement of four (4) Multi-Purpose Modular Relocatable Buildings fabricated to Sensitive Compartmented Information Facilities (SCIF) standards in accordance with ISCS/ICD 705 standards.� Type of Set-Aside:� Competitive 100% Small Business Set-Aside (FAR 19.5). Project Description:� The contractor shall provide all management, labor, materials, supervision, and equipment necessary to fabricate and deliver four (4) Modular Relocatable Buildings with the following Square Footage and use: One (1) Trial Judiciary bldg. - 864 SF One (1) Courtroom bldg. - 5000 SF One (1) Prosecution bldg. - 1920 SF One (1) Communication bldg. - 200 SF All buildings shall be equipped with Advantor Electronic Security Systems (ESS) ASN 2.0 Intrusion Detection (IDS)/Access Control Systems, Internet Protocol (IP) � Based Closed Circuit Television (CCTV) point to alarm system software and equipment.�� All buildings shall be designed and built in accordance with the Intelligence Community Directive (ICD) 705.��� The buildings will be assembled on site and installed on a slab to be constructed by another contract.� The buildings will be connected to existing utilities. Security Clearance.� The Contractor facility must possess a US. Facility Clearance Level (FCL) of at least Secret at time of submission of Proposal. Modular building fabrication.� The contractor shall configure buildings to the Customer�s Floor Plan Layout drawings. Transportation and Installation:� The Modular buildings will be transported and assembled in the U.S. Naval Base, Guantanamo Bay, Cuba. The contractor is responsible for coordinating the transportation of all required materials for assembly of the modular building structures. Delivery: Manufacture of RLBs and complete on site installation must be completed within 150 days from time of award.� Industry Day:� The 410th CSB hosted industry days on 4th and 5th of March 2020.� The intent was to conduct market research for capability solutions for multi-purpose temporary and or permanent facilities. Site Visit:� Due to COVID19 and the accelerated acquisition milestones, the site visit to United States Naval Base Guantanamo, Cuba has been cancelled.� �Obtaining the solicitation:� It is anticipated the Request for Proposal (RFP) for this procurement will be released on or about�30 September�2020.� This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. Type of Set-Aside:� This requirement will be solicited as a 100% Small Business Set-Aside. The North American Classification System (NAICS) code for this requirement is 332311-Prefabricated Metal Building and Component Manufacturing with a small business size standard in number of employees of 750. Contract Type:� A Firm-Fixed Price contract. Contract Award Evaluation Criteria:� The Government intends to solicit Best Value with trade-offs.� The non-price factors are not yet determined.��� Anticipated Award Date:� The anticipated award date for this effort is on or about�15�November�2020. � Funding: Funds are presently available for this contract.
