- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6�as supplemented with additional information included in this notice. Solicitation number is 12405B20Q0065 is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be a 100% Total Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing 1,000 �The USDA, Agricultural Research Service (ARS) South East Area (SEA) Subtropical Horticulture Research Unit located in has a requirement for: Quantity of one (1) Automatic TLC sampler for fully automatic application of samples, includes dosing syringe starter kit: Must have the following features: A Fully automatic development with twin trough chamber for two different size of TLC plates � Derivatizer complete set includes hood, tray for plates, set of 4 nozzles and 5 pk of tray sealing � � TLC Visualizer system with high-resolution digital CCD camera & 16 mm lens suited for two different size of TLC plates � TLC plate heater III, 115 V � � visionCATS software for visualizer qualitative Package for image enhancement tool & comparison option and includes access and control of PC-Instrument Diagnostics, reporting and access to Method Library � PC with Windows 10 Pro 64-bit, 16 GB RAM, 2 TB HD and all adapters configured for use with visionCATS software � � HPTLC glass plates 20x10 cm (50/pack) and 10x10 cm (100/pack) � TLC aluminum sheets plates (25/pack) � Installation Qualification/Operation Qualification Delivery should be unpacked and delivered to the lab room 212 Will include training on how to operate the instruments for up to 10 people from the USDA-ARS, SHRS laboratory and will include all training materials. Additionally, training will include in-depth and in-house training for one person. Trainer will show the trainee how to develop the separation program on the system. Training will be geared to familiarize individual on the quantitative and qualities analysis of this system. Please itemize the training portion of the requirement Shipping and Handling to FOB Contractor shall deliver the required supplies in a fully functional state to include (all materials, equipment, supervision, transportation, labor, installation, and training). The government expects to achieve best value from the selection of the technically acceptable quotation with the lowest evaluated price.� Therefore, the government will select the lowest priced offer meeting or exceeding all technical specifications (including delivery date) that is responsive to the terms and conditions outlined in this solicitation. � Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. All Quotes must be valid for a minimum of 30 days from the closing date for this solicitation. No exceptions or qualifications. The Government anticipates award of a Firm Fixed Price contract. Supply will be delivered and installed 30 days after purchase order issued, quoted price should include all associated costs. Each offer must show a breakdown giving price of each element, provide descriptive literature or information showing that the offered equipment meets all specifications.
