Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-20-247 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-08. The North American Industry Classification (NAICS) Code is 334515 and the business size standard is 750e. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide a new Radiosynthesizer with included services. BRAND NAME OR EQUAL This requirement is for the procurement of the brand name or equivalent instrument(s) described under Product Features/Salient Characteristics. The Federal Acquisition Regulation (FAR) provision FAR 52.211-6, Brand Name or Equal (AUG 1999) is applicable to this requirement. BACKGROUND The lab uses two radioisotopes for preclinical PET neuroimaging: C-11, F-18. Since both isotopes generate strong gamma rays which are harmful, handling them requires a remotely controlled automated synthesizer. Currently, there is no synthesis module that can synthesize F-18 labeled radiotracers. This device will not only provide radiosynthesis capability with F-18 but also minimize radiation exposure to researchers and laboratory members. PRODUCT FEATURES/SALIENT CHARACTERISTICS The instrument shall be brand name or equal to the device(s) listed below. Name of Device(s): General Healthcare: TRACERlab FX2 N 115V and TRACERlab FX2 N - Big Reactor Kit and Training package. The required capabilities and�performance characteristics of the supplies include the following (See attached for complete required capabilities and performance characteristics): 1. TRACERlab FX2 N 115V � Quantity (1) EA The TRACERlab FX2 N is a fully automated two-reactor system for easy and efficient production of F-18 tracers starting with [18F] fluoride from a cyclotron via a nucleophilic reaction. The synthesis sequence can be user defined in order to produce the desired tracer. The TRACERlab FX2 N integrates all the necessary steps for the production of F18-tracers starting with [18F] Fluoride: � Phase transfer of the [18F] Fluoride and O18-water recovery � Two independent reactors with heating and cooling and stirring facility. Retractable reactor needle. � Direct transfer from reactor 1 to reactor 2 or via solid phase extraction � Integrated Semi-preparative HPLC purification system available under a separate catalog number � Built-in formulation of the final tracer � Liquid system sealed against room air The system includes: � TRACERLab FX2 N synthesis module � Control unit � Vacuum pump � Control and supervision computers � HPLC pump, gamma and UV detectors. 2. TRACERlab FX2 N - Big Reactor Kit � Quantity (1) EA The TRACERlab FX2 Big Reactor Kit allows to replace the second reactor of TRACERlab FX N Pro and TRACERlab FX2 N that is by standard a 9 mm ID glass reactor by a 20 mm ID glassy carbon reactor of the same type as reactor 1 of these synthesizers. 3. Training: Two-day application training package for the GE TRACERlab FX2 series systems. The training includes theoretical and practical training for up to three operators based on available GE documentation for the selected. This session is delivered by a qualified GE Engineer. Total 2 days onsite. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items -Evaluation Procedures: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. NOTE TO CONTRACTOR: The contractor shall provide a completed copy of FAR 52.204-24, ""Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"" with their quote in response to this solicitation. Interested vendors capable of furnishing the government with the products and services specified in this synopsis should submit a copy of their quotation/offer to the following email address: robinsti@mail.nih.gov by the due date and time below. Attn: Tina Robinson. Solicitation# NICHD-20-247 must be included in/on the subject line of the email with offer/proposal submission. Offers must also be accompanied by descriptive literature, warranties��and other information that demonstrates that the offer meets all the foregoing requirements. Offeror must include the delivery date/timeframe with offer. Quotations will be due seven calendar days from the publication date of this synopsis or by August 20, 2020 before 9:00 am EST.
