Description
This update is to publish the virtual industry day slides being present on 17 August 2020 and to provide a change to the industry day meeting area. Please see attached documents. Physical Site Visit:��Hard Hat, Steel Toe Boots/Shoes, Reflective Vest, Hearing Protection, Safety Glasses are required. Active construction is going on near dam control works. MOOSE CREEK DAM SAFETY MODIFICATION INDUSTRY DAY / SITE VISIT NOTICE -- AUGUST 2020 INTRODUCTION Chena River Lakes Flood Control Project The Moose Creek Dam Safety Modification project is for construction of a mix-in-place barrier wall in the embankment of Moose Creek Dam at the Chena River Lakes Flood Control Project. This will consist of constructing 4.5 miles of barrier wall 56 to 66.5 feet below the crest of the dam embankment with Portland Cement and Bentonite. The barrier wall is expected to be between 24 and 30 inches wide and have an unconfined compressive strength of 200 psi at 28 days and approach 500 psi in the long term. Sheet pile will be driven around the low point drain and control works to have a continuous wall through penetrations in the embankment. The intent of the barrier wall is to sever a continuous fine grained sand / silty sand that is highly erodible under the embankment material. Mix in place methods shall be utilized to mix the embankment and foundation materials with Bentonite and Portland Cement in order to construct a Barrier Wall through Moose Creek Dam. Any methods that utilize a bentonite slurry trench to support the embankment while excavation of the barrier wall takes place will NOT be utilized at Moose Creek Dam. The potential loss of slurry could result in failure of the embankment into the excavation during construction due to highly pervious foundation materials. The NAICS Code for this requirement is 237990, Other Heavy and Civil Engineering Construction. The disclosure of magnitude for this project is between $100,000,000.00 and $250,000,000.00. This is the information presentation for event 2. Event 2: Physical Site Visit will be held at the Chena River Lakes Flood Control Project: 3800 Laurance Rd, North Pole, AK 99705�(See attached ""Industry Day Meeting Area.pdf). The purpose of this physical site visit is to allow contractors the ability to view the dam/project location prior to winter conditions in Alaska. The tentative schedule anticipates that the Solicitation for this project will occur sometime in the First Quarter of 2021 (Calendar Year) and based on historical weather, the site will be under significant amount of snow during the solicitation period. NOTE 1: There will not be a slide show presentation at Event 2 and questions will not be entertained at the site visit. Contractors shall submit questions in writing. All questions and answers will be posted to beta.sam.gov once the Government has consolidated them. NOTE 2: If attending the site visit at the project location, please provide the contract specialist via email, john.l.mccomas@usace.army.mil the names, email addresses and phone numbers for those attending in person. NOTE 3: Access to the USACE project office will not be allowed due to health concerns. Please meet at the meeting point shown on ""Industry Day Meeting Area.pdf). NOTE4: The most recent health guidance for travel to Alaska can be found at: http://dhss.alaska.gov/dph/Epi/id/Pages/COVID-19/travel.aspx Event 3: Virtual 1-on-1 with Industry will be held via WebEx with those interested prime contractors/offerors in order to receive capability briefings and receive feedback based on the virtual Industry Day presentation. Those contractors wishing to have a virtual 1-on-1 meeting should contact the contract specialist to schedule a briefing time slot no later than 4:00PM (AST) on 20 August 2020. INTERESTED PARTIES: Registration will be required by Webex in order to attend the Virtual Industry Day. Virtual 1-on-1 capability briefing times can be reserved for interested prime contractors by contacting the contract specialist. Questions regarding the special notice posting must be directed to the solicitation point of contact listed in beta.sam.gov. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC � 423.
