Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for planning purposes to identify interested vendors for the requirement detailed below. This is for a new firm fixed price contract. A formal solicitation is not available for release at this time. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. The U.S. Geological Survey, GEM Science Center (GEMSC) has the requirement to purchase an X-ray diffraction (XRD) instrument to fulfill the qualitative and semi-quantitative mineralogy requirements of the Centers projects. The current XPert Pro MPD XRD (Asset # 495912) purchased in 2007 and upgraded in 2017 needs to be replaced because it will not be serviceable beyond 2020. Replacement parts will no longer be produced by the Malvern Panalytical Inc., the manufacturer of the instrument, nor their suppliers, at the end of 2020. There are no other vendors that supply certified replacement parts for this instrument. Additionally, the service contract to maintain and repair the instrument is being phased out over the next few years (by 2023). The current instrument has a major failure about once per year and is currently inoperable because of a failure of one of its major components (the detector). Without replacement parts produced beyond 2020, the instrument will inevitably become obsolete and no longer able to fulfill our scientific requirements. The Government anticipates award of a Fixed Price Award type contract. The procurement is anticipated to be delivered 60 days after contractor receives award of Contract. The North American Industry Classification System (NAICS) code is 334516 and the size standard is 1,000 Employees. Any concerns who believe they can responsibly provide the equipment in accordance with the Salient Characteristic below should send all responses to Alfred Benton via email abenton@usgs.gov no later than 2:00 pm (ET) Tuesday, August 18,2020 : Specifications/Salient Characteristics: Empyrean Diffractometer Package Theta-Theta X-ray tube, Empyrean, Cu, Long Fine Focus HR Beta Filter Ni (for Cu Radiation) Prefix Reflection-Transmission Spinner plus Spinner Changer Interface Reflection-transmission spinner beam stop XYZ stage Sample Changer 15-30-45 position Beam Knife iCore for Cu radiation Pixcel 1D detector with prefix interface Board for 2 linear detectors Programmable antiscatter slit Interface, programmable antiscatter lit-linear detector Board multiple DC motor drive, pro optics Cable MDCD Soller slit large 0.04 radian Dual network card and alignment video camara Highscore upgrade On-site installation and training 3 days Any other information that will prove the potential offeror is capable of providing the equipment needed. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement. All questions and concerns may be submitted to the contract specialist via email only at abenton@usgs.gov.
