Description
The United States Army Corps of Engineers, Transatlantic Middle East District is releasing the following sources sought notice for the purpose of conducting market research.� The results of this notice may be used by the Government to make appropriate acquisition decisions. This is not a solicitation announcement. However, a subsequent solicitation announcement may follow. �� This notice is for construction of a Cargo Marshalling Yard (CMY) project at Al Udeid Air Base, in the State of Qatar. The CMY project is a programmed Military Construction (MILCON) contract. Project Scope: Construct an air freight terminal with air mobility control center that provides space for personnel and functions that comprise command and control operations, maintenance operations center, and air terminal operations center along with a cargo marshaling yard that includes a material handling equipment parking area.� The terminal will be constructed with reinforced concrete foundation, concrete floor slab, structural steel frame, concrete masonry unit (CMU) walls with standing metal seam roof.� The facility will include fire suppression systems, all utilities, pavement, communications, site improvements, backup generator (per AFM 10-207 3-33), and associated support facilities to provide a complete and usable facility.� Project scope includes electrical work in the adjacent C-17 Aircraft Maintenance Unit and Entry Control Point facilities to enable connection of these facilities to British Standard power when the existing temporary U.S. standard power from the cargo marshalling yard is disconnected. The cargo yard and parking area will consist of concrete and asphalt with unpaved shoulders, area light systems, pavement markings, and security fences.� The yard will include a chemical wash area with oil/water separator, area for latrine service discharge, and diesel refueling pump to include a 2,000 gallon above ground tank.� Work will include site demolition of four (4) vertical structures.� Project shall demolish buildings 3925 (390 SM), 3972 (306 SM), 3976 (1,145 SM) and 3979 (1,002 SM) (total demolition: 2,843 SM). �All work associated with mechanical, electrical, plumbing and fire protection must be performed by a State of Qatar Licensed Grade A Contractor. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200- 02, High Performance Sustainable Building Requirements. This project will comply with DoD Antiterrorism/force protection requirements per UFC 4-010-01, the design will include infrastructure for these systems. The secure enhanced Access Control Systems (ACS), and Intrusion Detection Systems (IDS) may be installed by others. The following work may be included as a bid option to the contract.� Site utilities outside of the CMY compound site limits including electrical, water, fire water, chilled water, sewer, and IT systems infrastructure. Site structures include fire water pump building and storage tanks, fire pump back-up generator. The projected overall Period of Performance (PoP) shall be eight hundred and ten (810) calendar days from Notice to Proceed (NTP) for the entire scope of work. The Design-Bid-Build (D-B-B) Solicitation is scheduled for release on or about January 15, 2021. Offerors�proposals may be due on or about February 15, 2021. Contract award may be on or about June 15, 2021. The project is classified through the North American Industry Classification System (NAICS) under code 236220 Commercial and Institutional Building Construction with a small business size of $39.5 million.
