Description
Instructions to Offerors (a) TYPE OF ACQUISITION: This acquisition is being conducted under FAR Part 14, Sealed Bidding, procedures. It is set-aside for competition among 8(a) small businesses under NAICS 238910, with a size standard of $16,500,000.00. This is to ensure there is time to resubmit if there is an electronic issue. (c) QUESTIONS: All questions should be submitted using the Request for Information Template provided, to ALL points of contact listed above and must be received no later than 4 Feb 2021. Questions received after this date may not be answered. All answers will be posted to https://beta.sam.gov/ as an amendment to the solicitation announcement. (d) BID SUBMISSION: 1. All bids are to be submitted NO LATER THAN TUESDAY, 23 FEB 2021 @ 1:00 PM CST. 2. Bidders will agree to hold the prices in its bid firm for 60 calendar days 2. Bids may be submitted electronically, by mail, or in person by the time/date set for bid closing in block 8 of the Standard Form (SF) 1449. Electronic bids are highly encouraged and must be completed and submitted via email (electronic mail) to 325CONS.PKC.CONSTRUCTION@us.af.mil. A DoD drop box may be used upon request of the bidder. Due to the extensive time it takes to utilize this methods be sure to submit your request as early as possible. Limit the electronic bid package to 5MB; bid packages greater than 5MB run the risk of not transmitting through the government e-mail server. Bids may also be submitted by mail utilizing the address listed below. Along with the address be sure to annotate somewhere on the envelope the solicitation number and point of contacts. To submit in person the bidder must hand deliver the bid to: 325th Contracting Squadron 541 Mississippi Ave. Bldg 36270 CONFERENCE ROOM A Tyndall AFB, FL 32403 3. By submission of its bid, the offeror accedes to ALL solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in a bid being determined unacceptable. 4. The electronic bid package shall include ALL of the following three separate attachments: a. ATTACHMENT 1: SF 1449 filled in and signed i: SF 1449 blocks 17 and 30 filled out ii: Supplies or Services and Prices/Cost chart filled in (CLIN amounts found on page three) iii: Any applicable Provisions and Clauses are to be filled in b. ATTACHMENT 2: Demo Phase 8 Pricing Sheet (IFB attachment 1) with proposed unit pricing for all line items to include the aggregate value of each CLIN and the TOTAL Aggregate Price for ALL CLINs (if multiple CLINS). Submitted spreadsheets will be unprotected and contain NO passwords. All unit costs are fully burdened. The term ""fully burdened"" includes, but is not limited to, all equipment, materials, labor, incidentals, other direct costs, resources, subcontracts, overhead, profit, and bond. Offerors shall submit the proposed Price Schedule in an electronic ""unlocked"" Excel format, so that all formulas and calculations are visible for review. PAGE 60 OF 64 FA481921B0003 c. ATTACHMENT 3: Bid Guarantee in accordance with FAR 52.228-1 Bid Guarantee (Electronic copies of bid guarantees will be accepted with bid package; however, upon request of the government, original copies must be produced and submitted to the government in a timely fashion.) d. ATTACHMENT 4: Invitation for Bid Attachment 4 General Financial Information filled out in its entirety. 5. Late bids will be handled in accordance with FAR 52.214-7, Late Submissions, Modifications, and Withdrawal of Bids. 6. Electronic Formats: a. The subject line of the e-mailed bid package shall include the bid number and offeror's name in the following format: FA481921B0003: OFFEROR NAME. If multiple e-mails are needed to submit the required attachments, indicate in the subject line that multiple e-mails will be received using the following format: (Email 1 of 3), (E-mail 2 of 3), (E-mail 3 of 3). The following is a sample subject line: SUBJECT: FA481921B0003: XYZ COMPANY (E-mail 2 of 3) b. The e-mail body shall list the following information: Address of the office specified in block 7 of the solicitation Time and date specified for receipt of bid Solicitation number Name and address of the offeror c. Each complete bid response to this solicitation must be submitted individually/separately and must be properly identified. 325th Contracting Squadron is not responsible for electronic responses that are not submitted correctly and/or are improperly identified. If you submit a bid under the incorrect solicitation number, your bid will not be considered. d. Files must be readable using Microsoft Office Word 2010 or (lower) or Adobe PDF (set to minimum 200 dots per inch). e. DO NOT submit attachments using .ZIP files. Any bid package, or portion thereof, submitted as a .ZIP file will be rejected. f. DO NOT password protect attachments. g. To avoid rejection of a bid, bidders must make every effort to ensure their electronic submission is virus free. Submissions, or portions thereof, which the automatic system detects the presence of a virus, or which are otherwise unreadable, will be treated as ""unreadable"" pursuant to FAR 14.406, Receipt of an Unreadable Electronic Bid, and handled accordingly. h. DO NOT assume electronic submission will be instantaneous. The file size and number of files to be uploaded will impact the length of time for submission and Government receipt. Bidders are required to ensure adequate time for submission and Government receipt of the bid submission by the closing time.
