Description
Intent to Purchase ABI SeqStudio (DNA Sequencer) Serial Number 13000224 The USDA, Animal Health Inspection Service (APHIS) intends to award a sole source Firm Fixed Price purchase order under the statutory authority permitting Other than Full and Open Competition per statutory authority is 41U.S.C. 253(c)(1) FAR 6.302-1 to Life Technologies/ABI/ThermoFisher. The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. Life Technologies is the manufacturer of the instrument and the only company in the market approved to perform the maintenance on their machines; therefore, Life Technologies is the sole source and vendor of these services. It is a requirement of ISO/IEC 17025, the standard that the S&T Beltsville Lab operates under, that all calibrations and equipment maintenance be performed by an ISO accredited company or the instrument manufacturer. Failure to meet this requirement would result in the loss of accreditation for the S&T Beltsville Lab and severely affect the confirmatory diagnostics performed by the lab for PPQ AB Assurance Plan Shall Include: Parts, labor and travel for remedial repair. No charge for planned maintenance visits. The number of planned maintenance visits should be indicated in quotation. The annual planned maintenance (PM) visit is automatically opened and will be performed within the contract period. PM visit ensures optimal performance of your instrument, often preventing major breakdowns before they happen. Guaranteed priority response time of 2 business days after receipt of a service call for instruments located in Service Zones 1 and Zone 2. If service call fails to arrive at the instrument location within Zone 1 or Zone 2 within 2 business days for reasons other than customer's failure to provide access to site,�or causes beyond the reasonable control of service provider�must provide a customer service plan renewal credit in an amount equivalent to one day's pro-rated charge for each day provider� response is late.� Target response time of 3 business days for remedial repairs outside of Zones 1 and 2. Provider��will use reasonable efforts to respond within 3 business days from receipt of a service call. Priority telephone and email access to instrument technical support. Telephone and email access to application technical support. Remote Monitoring and Dx Service, which provides for notification to customer of instrument failures or errors that are reported by AB's Remote Monitoring software. Small business concerns are encouraged to participate. This notice of intent is NOT a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this proposed action is based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose to determine whether conducting a competitive (i.e. non-brand name) procurement is in the best interest of the Government. Interested sources who submit data Agilent Technologies/Life Technologies/Thermofisher are responsible for appropriately marking information if it is proprietary in nature. Please provide past performance and references regarding your ability to provide this supply and service along with your Statement of Capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
