The�United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.�� The purpose of this professional services contract is to provide a full-time Aviation Mechanic for the INL section in Lima, Peru.� The Aviation Mechanic serves as the mechanic for the INL owned Beechcraft 1900D airplane, and is responsible for performing all scheduled and unscheduled aircraft maintenance, organization and calibration of all special tools, and maintaining all ground support equipment. DUTIES AND RESPONSIBILITIES Under the direct supervision of the INL/Lima Fixed-Wing Aviation Advisor, the Aviation Mechanic will perform the following duties: Examines and inspects aircraft components, including landing gear, hydraulic systems, and deicers to locate cracks, breaks, leaks, or other problems. Launches and recovers aircraft on a daily basis or as required. Conducts routine and special inspections as required by regulations; Beech 1900 Aircraft Publications (B1900 air frame, propeller, Pratt and Whitney PT-6 Engine, B1900 technical manuals and Federal Aviation Regulations. Reads and interprets maintenance manuals, service bulletins, and B1900 maintenance directives to determine the feasibility and method of repairing or replacing malfunctioning or damaged components.� Maintains repair logs, documenting all preventive and corrective aircraft maintenance.� Inspects airframes for wear or other defects.� Measures parts for wear, using precision instruments.� Obtains fuel and oil samples and check them for contamination.� Maintains, repairs, and rebuilds aircraft structures, functional components, and parts such as wings and fuselage, rigging, hydraulic units, oxygen systems, fuel systems, electrical systems, gaskets, and seals.� Replaces or repairs worn, defective, or damaged components, using hand tools, gauges, and testing equipment.� Reads and interprets pilots' descriptions of problems to diagnose causes.� Test performance of PT-6 engines, propellers, landing gear, other B1900� systems (air conditioning, fuel, electrical, hydraulics, oxygen and pneumatic). Removes or installs aircraft engines, using hoists or forklift trucks.� Assembles and installs electrical, plumbing, mechanical, hydraulic, and structural components and accessories, using hand or power tools.� Locates and marks dimensions and reference lines on defective or replacement parts, using templates, scribes, compasses, and steel rules.� Services and maintains aircraft and related apparatus by performing activities such as cleaning screens and lubricating moving parts.� Ensures high aircraft readiness rates.� Conforms and complies with air carrier, Federal Aviation Administration (FAA) and international flight procedures and regulations, ensuring aircraft is airworthy and in compliance with safety management policies. Coordinate with elements of INL Aviation Lima, the local AAR contractor, and INL Lima Logistics to ensure all organizational requirements are satisfied. Completes initial and periodic training required to maintain compliance with organizational, FAA and international regulations. Supports and enforces hazardous material safety, personnel protective equipment use and environmental stewardship. When required, perform the role of Duty Officer. PHYSICAL REQUIREMENTS/WORKING ENVIRONMENT Be physically able to perform aircraft mechanic duties. Ability to move freely about the interior and in the unpressurized area aft of the aft pressure bulkhead and meet aircraft specific specs for weight limits. Diversity working conditions range from an environment where there is little or no physical discomfort, to severe changes in temperature, wind rain, etc. May be required to work in areas exposed to high noise hazards. Required to deploy to forward operation locations. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) prior to deployment to Post.� If applicable - Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS This position is located in INL section of the U.S. Embassy in Lima, Peru. �The Aviation Mechanic will be based on the Peruvian Air Force Base, Group 8, Jorge Chavez International Airport, Callao, Peru.���������������������� RELATIONSHIPS The Aviation Mechanic works under the direct supervision of the Fixed-Wing Aviation Advisor under the B1900D lead mechanic.� Additionally, the individual may be supervised by the INL Beech 1900D Pilot-in-Command on a day-to-day basis. COMPLEXITY Assignments include a wide range of detailed tasks which compose a sophisticated aviation maintenance program.� These tasks include, but are not limited to the following: actual hands-on maintenance, aircraft inspection, trend monitoring, forms and records tracking, and maintaining a technical publications library.� The Aviation Mechanic is the cornerstone for sustaining an acceptable operational readiness level. The Aviation Mechanic will integrate and apply specialized and professional knowledge in program development which will directly affect the safety of the INL aviation program. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS Must be a U.S. citizen, and able to obtain a Department of State (DoS) secret security clearance and medical clearance. Fifteen (15) years of experience as a Maintenance Supervisor in a small to medium Aviation Organization of the U.S. Armed Forces or equivalent U.S. Civilian Agency/Corporation. Fifteen (15) years of experience in aircraft maintenance, of which ten (10) were as a B1900 maintenance technician in either civil or military aviation programs. Maintenance supervisor experience at the Unit Level required. Demonstrated knowledge of Aviation Maintenance and Logistics Support Programs to include maintenance/logistics plans, procedures, and related documents. Demonstrated knowledge of U.S. Federal Aviation Regulations as they relate to aircraft maintenance and logistical support. Spanish language proficiency (reading and writing). Demonstrated knowledge of CAMPS System, and logistics management procedures. Demonstrated knowledge of and skill in operation of desktop computer based word related documents. �Demonstrated knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 135. Demonstrated knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations or formal training/education desirable. Demonstrated experience of tactical employment of fixed in a counter-narcotics operation, including capabilities, limitations, and techniques of employment of aircraft. Demonstrated experience applying aviation program management practices, procurement regulations and guidelines, budget development, and program planning. EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Offerors should cite specific, illustrative examples for each factor. Factor 1: Aviation Program Management ����������������������������������������������������������� (20 points) Offeror's experience and knowledge in developing, coordinating, organizing, managing, and implementing a comprehensive aviation maintenance program, either civilian or military, to include experience with aviation maintenance and logistics management, operations, and safety. Factor 2: Aviation Maintenance Training ����������������������������������������������������������� (20 points) Offeror's demonstrated experience and in-depth knowledge of Aviation Maintenance Training Programs, to include CAMPS training and publications, maintaining mechanic training folders, and related documents. Factor 3: Past Performance ����������������������������������������������������������������������������������� (30 points) Past Performance: Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. COMPENSATION (BASE PAY) This position has been designated at the FS-03/GS-13 equivalent level ($71,808 and $105,452 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
