Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A separate solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ) and is solicited and will be awarded IAW FAR Part 13. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-02 and DFARS change notice dated 11/30/2020. This is a requirement for courier services for 559th Medical Squadron across Joint Base San Antonio (JBSA), Texas. The vendor shall respond to this RFQ by: 21 January 2021; 10:00am CTS via email to Contract Administrator: Jason Wilburn, email jason.wilburn.2@us.af.mil, and Contracting Officer: Audra Novatnak; email: audra.novatnak.1@us.af.mil . Late submission will be treated IAW FAR 52.212-1(f). This is a Firm Fixed Price acquisition is 100% Set-Aside to Small Business concerns, utilizing NAICS 492110 � Couriers and Express Delivery Services, Business Size Standard, 1,500 Employees. Instructions: This is a notice that this purchase order is solicited as 100% Set-Aside to Small Business contractors under NAICS 492110. Only quotes submitted by Small Business contractors will be accepted by the Government. Any quote that is submitted by a contractor that is not a Small Business contractor will not be considered for award. Questions/Concerns. Shall be submitted via email to jason.wilburn.2@us.af.mil not later than 18 January 2021, Monday by 12P.M. CST. Late questions will not be accepted nor reviewed. Basis for Award.� The basis for award decision will be made on price and past performance. The price must be found to be fair and reasonable and past performance for courier service should not reflect negative performance. The government is not bound to award the contract to the lowest priced quoter. A tradeoff for positive past performance can be made, if found to be in the best interest of the government. Past Performance. Quoters shall submit recent (within the past 2 years) and relevant (similar in scope) past performance information and references for courier services.� If no past performance exists, the quoter shall state so. This past performance must detail the scope (what items were being picked up/dropped off) and frequency (how often and how many pick up/drop off location) of the courier service. This performance may be with the government or private industry. Provide the contract number, name, phone number, and email address of the past performance references. The government will evaluate past performance by contacting the provided references and by checking past evaluations and FAPIIS in the cpars.gov website. Mandatory Registrations. To be eligible for award, registration with the System for Award Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://beta.sam.gov or at www.sam.gov and provide mandatory information. Completion of Work: The Contractor shall ensure that all items in the description can be fully performed and IAW the Performance Work Statement (PWS) dated 12 January 2021.
