This is now considered the ""Final Version"" as of 11/16/2020 Prior released combined synopsis/solicitation dated 11/5/2020 and 11/6/2020�are�both considered ""DRAFTs""�and will be amended when finalized RFP (combined synopsis/solicitation) is released on beta.SAM.gov on or about 11/13/2020 or at a later date to stay within the contracting guidelines.� This is a SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, and is being conducted under FAR Part 13; Simplified Acquisition Procedures. USPFO District of Columbia National Guard (purchasing and contracting) will conduct the procurement according to a combination of FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation/reference number is W912R1-20-R-0002. This combined synopsis/solicitation is issued as a request for offer. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-09. This requirement is unrestricted. The associated NAICS code is�711211 "" Sports Teams and Clubs""�."" PSC code is X1JZ - Lease/Rental�of Miscellaneous Buildings. The�small business size standard is $41.5 million. The prospective awardee must have an active registration in www.sam.gov at the time of award. Vendors are encouraged to verify that their registration is active prior to submitting an offer. If the prospective awardee is not active in SAM data base at the time of award, the government will proceed to the next otherwise successful registered and active offeror. This is a firm-fixed price requirement for services; particularly, a venue with sufficient space to provide bed-down accommodations, meals, and vehicle staging and assembly for 1,650 service members in support of the DCNG mission. Additionally, the venue must be able to accommodate parking for up to 400 military tactical vehicles (FMTVs), up to 100 commercial motor coach buses (capacity to transport 50 personnel) on a rotational basis, parking nightlights, 24-hour security services/law enforcement presence for road closures, access to loading dock shipping/receiving, and trash removal and custodial services within the venue (see the Performance Work Statement for detailed requirements). The period of performance shall be from 18 � 21 January 2021. Invoices must be submitted through Wide Area Work Flow (https://wawf.eb.mil). Basis for Award: The Government intends to award one Firm-Fixed Price (FFP) contract to the vendor (in accordance with FAR 13.106-1(a)(2)) who, conforming to all the requirements outlined in the Performance Work Statement (PWS), provides the lowest priced technically acceptable offer (LPTA) to the Government. Technical acceptability will be determined by evaluating the offerors� ability to meet all the requirements, via a Venue Layout Plan. The offeror shall submit a Venue Layout/Plan that outlines a comprehensive approach to the following: Providing a venue within 15 miles of the U.S. Capitol Building and the National Mall area; in Washington, DC; Providing a space/floor plan as to how the 1,650 service members will be bedded down; adhering to the mandated CDC six feet social distancing mandate; Providing a feeding plan, with location(s)/area(s), within the venue; Providing a layout of how the venue maximizes physical security, antiterrorism, and force protection measures for the service members; Providing a layout of the staging areas to accommodate the parking, pick-up and dismounting of service members and operational/logistical support equipment [up to 400 military tactical vehicles (FMTVs) and up to 100 commercial motor coach buses (capacity to transport 50 personnel) on a rotational basis]; Providing a layout as to how the multi-stall portable shower trailers (to include generators and space for re-filling/removing water), porta-pots, and dumpsters for the hygiene needs of the 1,650 service members utilizing the venue will be accommodated; and; Providing a plan of the 24 hour security services/law enforcement presence for road closures around the venue, access to loading docks for shipping/receiving, and trash removal and custodial services surrounding the venue. The offeror shall complete the attachment entitled ""Price Breakout Template."" Additionally, the Government requests all numbers be rounded to the nearest dollar. Your offer shall be broken out, as described in the Price Breakout Template, and should include any backup material or documentation that may be necessary to substantiate your price. The Price Breakout Template will be used to reflect the following contract line item number (CLIN) format: SUPPLIES/SERVICES� 0001 Venue Rental� (Quantity: 1)� �(Unit of Issue: Each)� 0002 Meals (Quantity: 13,200)� (1,650 meals x 2 meals per day x 4 days) (Unit of issue: Each)� 0003 Other Direct Costs (ODCs) (Quantity: 1)� (Unit of Issue: Job)� The offeror MUST submit the completed �Bed-Down Price Breakout Template� and �Bed-Down Venue Clauses & Provisions"" documents in order to be considered for selection. The Government WILL not consider offers that fail to include all of the information requested in this solicitation. All questions regarding this solicitation are due no later than (NLT) Thursday, November 13, 2020@ 12:00 p.m. EST. Responses to this notice shall be submitted via email to ng.dc.dcarng.mbx.pc- requirement-request@mail.mil and courtesy copied to george.b.rivers2.civ@mail.mil.
