USACE EUROPE DISTRICT PRE-SOLICITATION W912GB21R0013 � Delnice School Renovation, Croatia � � PURPOSE OF THIS ANNOUNCEMENT: This is a pre-solicitation announcement of a proposed contract pursuant to FAR 5.204. The US Government intends to announce a contract solicitation for design and construction services as described within this announcement at a later date. This announcement is also meant to help identify potential contractors interested in and capable of performing this design and construction project. �This is NOT a solicitation announcement and is not to be construed as a commitment by the US Government, implied or otherwise, to issue a solicitation or award a contract.� � OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT � INFORMATION ABOUT THE PROJECT: The US Army Corps of Engineers (USACE), Europe District plans to solicit proposals for a design-build construction contract for the renovation of a school in Delnice, Croatia. The USACE plans to include basic design criteria in the contract solicitation, with the intent to award a single construction contract to a design-build construction contractor that will complete the 100% design and construct the project. � PROJECT LOCATION: This project is located in Delnice, Croatia.� GPS coordinates are approximately: 45.39698, 14.803603.� � PLANNED SOLICITATION INFORMATION: This is NOT a solicitation announcement at this time. The USACE anticipates that the solicitation announcement will be made in February 2021 and will contain many more details surrounding the project and instructions on how and when to submit a proposal.� If you are interested in this contract opportunity, you can sign up for email alerts for updates by selecting to �follow� this opportunity at the top right on the beta.sam.gov announcement webpage (requires account login; see SAM registration details below). The solicitation will be subject to full and open competition.� As the work will be performed outside of the continental U.S. no small business set-asides or socioeconomic preference of any sort will be granted. � PLANNED CONTRACT INFORMATION: The resulting contract will be a Design-Build, Firm Fixed Price (FFP) construction contract. ESTIMATED VALUE OF THE CONTRACT: The estimated contract value is between $250,000 and $500,000 (USD). PERFORMANCE PERIOD: The anticipated contract duration is between one and two calendar years after contract award, including the complete design and the entire construction project. The online presentation contains detailed information on how to register to do contract work for the US Government, how to read and understand a USACE solicitation, and how to do construction work for the USACE.� You�ll notice the page has a few main features: A narrated video presentation with useful information for design and construction firms interested in doing business with the USACE Europe District (the video itself is housed on YouTube). A downloadable Adobe PDF version of the presentation�this is the same material but it is small enough to email in most cases, and is in copy/paste format and with live hyperlinks throughout. A link to beta.sam.gov where many Europe District Contract Opportunities can be found. An invitation to submit questions.� There will be a FAQ page linked there as questions come in. An NCAGE code is a five-character ID number used by the US Government to identify international companies.� All non-US firms must obtain an NCAGE code. How does your company obtain an NCAGE Code? Generally it takes approximately 24-48 hours to obtain an NCAGE code. DUNS Number. A DUNS number is a unique nine-digit identification number for each physical location of a business.� How does your company obtain a DUNS number?� Go to the following web location to obtain a DUNS number at no cost: https://fedgov.dnb.com/webform/.� Generally it takes approximately 7-10 business days to obtain a DUNS number. SAM Registration. The System for Award Management (SAM) is a registration database required for all US Federal Government Contracts and where you will find contract opportunities all over the world.� You can register on SAM at: https://www.sam.gov/SAM/pages/public/loginFAQ.jsf.� For help with SAM registration, see the SAM Quick Start guide at: https://www.sam.gov/SAM/transcript/Quick_Guide_for_International_Entity_Registration.pdf. Generally it takes approximately two weeks to for SAM to activate a registration, from the date it receives a completed registration. Amendment 0001: 1) Provide Early Pre-Proposal Site Visit Registration Instructions Pre-Proposal Site Visit. The Government will hold a site visit for this project.� Details are as follows: Location: Ul. Ivana Gorana Kova?i?a 2, 51300, Delnice, Croatia (GPS coordinates: (45�23'48.9""N 14�48'09.9""E) �Time/Date: 3 February 2021 at 10:00 AM local time Registration Instructions:� Offerors must pre-register their attendees no later than 29 January 2021. To Pre-Register, complete the site visit attendee information sheet that is attached and submit via email to joshua.d.mueller@usace.army.mil.� Contractors MUST pre-register in order to attend the site visit. IMPORTANT: Any individuals planning to attend must register in advance with their full name, organization name, job title, and passport information or they will not be permitted access to the sites�please use the attendee information sheet attached to the Pre-solicitation. Also, space may be limited and as a result the number of attendees per company may be limited. COVID19 Measures. Due to the recent rise of COVID-19 cases, the Croatian Institute of Public Health recommends to keep a social distance of at least 2 meters indoors and 1.5 meters outdoors, and to wear face masks in closed spaces and outdoor spaces where a distance of at least 1.5 meters cannot be maintained. Offerors will be required to wear gloves to visit the site and complete a sign-in sheet for contract tracing purposes.� Offerors are also recommended to follow the link to the official site of the Croatian Institute for Public Health that updates the info regularly: https://www.koronavirus.hr.
