The Government will select for award the most advantageous proposal representing the best value to the Government based upon an integrated assessment of Non-Price factors (Technical, Delivery, and Past Performance) and the Price factor. A best value analysis will not be performed for any Offeror whose proposal is found to be unacceptable and will therefore be ineligible for award.
