- This is a PRESOLICITATION NOTICE for commercial supplies prepared in accordance with FAR Part 15 Contracting by Negotiation procedures. NAVSUP Fleet Logistics Center San Diego, 3985 Cummings Road, San Diego, CA 92136 intends to issue solicitation N0024421R0005 for Hazardous Material (HAZMAT) material support for designated Hazardous Material Minimization Centers (HMC) throughout Naval Region Southwest. The NAICS code is 325998 � All Other Miscellaneous Chemical Product and Preparation Manufacturing, and the Small Business Standard is 500 employees. The solicitation will be unrestricted and be competed as full and open. Requirement description as follows: Scope of the contract includes: Providing HAZMAT material support to designated HMC sites to assist the government in obtaining this material when the Federal Supply System is unable to meet mission delivery requirements. This requirement will be processed as a supply contract. Any services provided are incidental to the material being provided. Resulting contract will have a base year and four option years with base year POP of 1 March 2021 � 28 February 2026. It is anticipated that a single firm fixed price (FFP) IDIQ contract allowing for the placement of firm fixed price (FFP) task orders will be awarded to a single, responsible offeror who is determined most advantageous considering technical merit, past performance, and cost. It is anticipated that the solicitation will be posted via NECO and betaSAM.com on or around 14 December 2020 with closed date of 15 January 2021. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Contractors must be registered in the System for Award Management [SAM] database in order to be considered for award.
