Description
This Sources Sought announcement is published FOR MARKET RESEARCH PURPOSES ONLY, pursuant to FAR 15.201(e) Exchanges with Industry. �No solicitation is available. In accordance with FAR 15.202(3), responses to this notice are NOT offers and CANNOT be accepted by the Government to form a binding contract. Portsmouth Naval Shipyard is seeking to identify sources capable of supporting a firm fixed price contract for the dismantling, removal, repair, and reinstallation of the large capacity tensile tester at PNS. The proposed contract action is for the turn-key removal, repair, and re-installation of the tensile tester, and will include machining of a new ram and table weldment. *** The following is an excerpt from the Statement of Work: 2�� �BACKGROUND: 2.3�� �This Statement of Work (SOW) covers the turn-key removal, repair, and re-installation of the tensile tester at Portsmouth Naval Shipyard. �� 2.4�� �The tensile tester was manufactured by Baldwin Lima Hamilton Corp last updated in 1951; serial # SOS12445.� 2.5�� �The tensile tester has a designed capacity of 400,000lbs and currently resides in a pit extending approximately 5 feet down below floor level. 2.6�� �During a maintenance inspection in August 2020, stress cracks were discovered in the ram and table assembly of the machine. This type of wear is normal for the age of the steel but has left the machine un-operational due to the safety concerns. � 2.7�� �The repair of this machine will include machining of a new ram and table weldment.� 3�� �REQUIREMENTS: 3.1�� �The contractor shall have a familiarity with Portsmouth Naval Shipyard and the defective tensile tester needing to be repaired as described in this statement of work. 3.2�� �The contractor shall provide all labor, travel, per-diem, equipment, materials, and tools required to fully complete the work required for the identified machine.� 3.3�� �The contractor shall be responsible for dismantling the machine and removing the necessary components for repair, off the shipyard. 3.4�� �The contractor must have the means to rig, remove, and ship the necessary components from the tensile tester including, but not limited to, the press table and main hydraulic cylinder. 3.5�� �The contractor shall design and machine an equivalent new approximately 18� diameter ram and table weldment. � 3.5.1�� �The new assembly shall replicate the form fit and function of the existing assembly. 3.5.2�� �All hydraulic seals shall be new and not reused or refurbished. 3.6�� �The contractor shall deliver and assemble the equipment on Portsmouth Naval Shipyard after the rebuild.� 3.7�� �The contractor shall test the equipment, and verify the proper operation upon completion of the work. �Portsmouth Naval Shipyard workers must be present for the operational check.� 3.7.1�� �The repaired tensile testing machine must be designed to handle the original capacity of the machine of 400,000lbs.� 3.8�� �Further repairs needed identified by the contractor must be evaluated and discussed with the shipyard before actions are taken.� 4�� �Deliverables: 4.1�� �The contractor shall provide supporting relevant documentation of the repair including catalog cuts, dimensions, hardware used, type of steel and/or drawings of all new parts and components that are replaced. 4.2�� �The contractor must re-install the tensile tester in the same pit in Building 20 where it was removed from. 4.3�� �The contractor shall provide a functional tensile tester able to support up to 400,000lbs. Tensile tester shall be free of all stress caused defects, cracks in the steel and free of any deficiency that impedes the safe operation of the equipment.� 4.4�� �The contractor shall provide an operational test and any necessary training on how to use the equipment with any new features. �The contractor shall notify the receiving activity not less than 7 days prior to commencement of operational testing as at Portsmouth Naval Shipyard. �This will allow time for PNS to plan personnel and prepare test pieces. �Training shall be designed for personnel designated as the operators for the machine at a journeyman mechanic's level. *** This sources sought notice is a market research tool being utilized to identify potential and eligible firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Quote (RFQ). As such, all interested parties are encouraged to respond. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. � If your organization has the potential capacity to accomplish this requirement, please provide the following information: 1) Organization name, address, email address, website address, telephone number, and both the size and type of ownership for the organization and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims or organizational and staff capability.� Questions regarding this requirement may be emailed to Emily Bateman at emily.bateman@navy.mil.
