Description
This is a Sources Sought Notice. This is NOT a solicitation for proposals, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources that are: Indian Small Business Economic Enterprises (ISBEEs) and other than small Indian Economic Enterprises (IEEs); and their size classification relative to the North American Industry Classification System (NAICS) code, 541611, for the proposed acquisition. The responses to the information requested will assist the Government in determining the appropriate acquisition strategy. BACKGROUND This requirement is to provide support during the strategic planning effort for the IHS Office of Information Technology and assist with the draft of the IHS ITSP with a goal of finalization in FY21. The Office of Information Technology (OIT), is located at IHS Headquarters in Rockville, Maryland. The IHS utilizes strategic planning to guide its work and realize its organizational goals. In 2016, the IHS produced an ITSP which the IHS HQ OIT used to guide the HQ IT and health IT (HIT) program towards great achievements and organizational accomplishment; that ITSP was somewhat limited in scope. Building upon successful use of that plan and with the next planning horizon approaching, the IHS wishes to create a successor plan that will be broader in scope and lead the IHS IT and HIT programs that extends to all levels of the organization.� The IHS ITSP should be a broad plan that serves as a roadmap for IT programs and staff in within all functions of the organization and help the agency achieve greater coordination in effort, expenditures, and technology. RESPONSE INFORMATION IHS is requesting a Contractor with proven qualifications and capabilities with efficient, workable, and tailored solutions to provide value-added services for the IHS� core mission and operations.� The capability statement shall also sufficiently address how the respondent support services will be delivered for the proposed contract scope. The qualifying response for this notice must ensure that the respondent has the experience and capacity to take part in this specific type of requirement. In particular, the respondent�s SHALL address each of the following information: The respondent�s project approach and methodology in managing and implementing a project of this size and scope and experience of developing and supporting the implementation of a comprehensive strategic plan. A summary of the respondent�s qualifications and relevant experience. The successful firm and their subcontractors will have demonstrated expertise in strategic planning experience for government, healthcare, and/or IT organizations.� INSTRUCTIONS TO INDUSTRY All capable small businesses are encouraged to respond. Responses must directly demonstrate the company�s capability, experience, and ability to marshal resources to effectively and efficiently perform the tasks stated above. Generic capability statements are not sufficient and will not be considered compliant with the requirements of this notice. The Government requests interested parties submit a written response to this notice which includes: Company point of contact, mailing address, telephone number(s), and website address; If any, existing contract solutions by the company such as - Federal Supply Schedules contract, or any other procurement instruments intended for use by multiple agencies, e.g., Best in Class (BIC) contracts; DUNS and socio-economic category of the company. Disclaimer and Important Notes. This notice shall not obligate the Government to award a contract. Any information provided by industry to the Government as a result of this sources sought notice is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government's use of such information or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, combined synopsis solicitation may be published on a Government Point of Entry (GPE). Furthermore, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).� How to respond. Responses must be submitted via email to the Contract Specialist, Javier Medina-Velazquez at Javier.Medina-Velazquez@ihs.gov no later than 4:00pm EST on January 20, 2021.� TELEPHONE CALLS WILL NOT BE ACCEPTED. Capability statements will not be accepted after the due date. The maximum number of pages for this submission is five (5) pages, not including a cover page.
