- NAVFAC Pacific, Construction Contracts Branch, is providing the draft plans and specifications (P&S) for industry review and comment and would like industry feedback.� The draft P&S is for the P-103 Water Well Field project that will construct a water well system with raw water transmission lines, water treatment, water storage, water transfer pump facility, power and communications system and a treated water transmission line at US NAVSUPACT Andersen, Guam. The solicitation (if any) and resulting contract�(if any) will be subject to the Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplement and agency acquisition regulations. Contractors must register at the beta.sam website https://beta.sam.gov to obtain access to the documents.� Registration instructions maybe found on the beta.sam website.� Once registered in beta.sam, the contractor must request explicit access to the each of the drawings and specifications.� An email will be forwarded once the contracting office has approved or declined the request.� Approved contractors may view and/or download the documents. Please email comments to Tyler Moon at tyler.moon@navy.mil by 24 March 2021 at 10:00 a.m. H.S.T.� No proprietary information will be accepted.� The Government intends to use various personnel and possibly an architect-engineering firm to review and evaluate responses to this announcement. Feedback received regarding this requirement maybe taken into consideration in the development of a final P&S (if any).� The Government will not provide responses to comments and feedback received. Issuance of the draft P&S shall not be construed as a Request for Proposal or as an obligation on the part of the Government.� The Government does not intend to award a contract on the basis of this draft P&S or otherwise pay for review or comments.� Unsolicited proposals will not be accepted.� All information will be held in a confidential manner and will only be used for the purposes intended.� Comments shall be provided with complete information, as the Government will not seek clarification of information provided.� This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list.� Not responding to this announcement does not preclude participation in any future solicitation, if any is issued.� If a solicitation is released, it will be synopsized on the beta.sam website.� It remains the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
