INTRO � THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION. This is a Request for Information (RFI) for market research purposes. This is not a Request for Proposal (RFP). This notice is issued solely for informational and planning purposes and it does not constitute a promise to issue an RFP in the future. The Government is not soliciting for proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for the information submitted in response to this RFI or any costs incurred in responding to this RFI. All costs associated with responding to this RFI will be solely at the responder's expense. Content and Instructions: DESCRIPTION Program Manager, Tactical Radios (PM TR) is conducting a market survey to determine the availability of commercial or Non-Developmental Item (NDI) antennas that provide connectivity between the Mobile User Objective System (MUOS) Satellite Communication (SATCOM) capability and the United States (US) Army Manpack radios (AN/PRC-158 and AN/PRC-162). A. BACKGROUND The MUOS capability is the next generation of tactical Beyond Line of Sight (BLOS) Over-the-Horizon voice and limited data SATCOM capability. The MUOS capability has higher capacity compared to legacy systems, higher data rates, improved link availability, and worldwide Global Information Grid (GIG) connectivity. The utilization of the MUOS capability will provide for an increased number of user terminals as well as improving worldwide GIG connectivity. The US Army Manpack radios consists of dismounted soldier, vehicular and Tactical Operations Center (TOC) configurations, although this RFI is specific to dismounted soldier only. B. USE CASES The US Army is seeking information for antennas for the following uses: Dismounted Antenna that can be used On-The-Move with the AN/PRC-158 or AN/PRC-162 in a man packable configuration. Antennas could be mounted directly to the radio or be mounted to the Soldiers pack or the Soldier with a cable to the radio. At-the-Pause Antenna that can be used in temporary locations with the AN/PRC-158 or AN/PRC-162 when time is available to set up an antenna. Antennas should be easy to set up and tear down and be survivable in a harsh environment. C. DETAILED REQUIREMENTS ������������������������������������������������������������������������������������������������������������������������������ Dismounted on the Move Antenna: - Antenna supports transmit and receive the MUOS waveform simultaneously - System Power Compatibility 20 Watts - Radiation Pattern to support On the Move communications with varying angle to the satellite - Operating Temperature -40� F to 150� F - RF Connection to radio: N type � At-the-Pause Antenna: - Transmit and receive the MUOS waveform simultaneously - It is also desirable that the antenna can transmit and receive Dedicated SATCOM 5KHZ and 25KHZ Channels, Demand Assigned Multiple Access (DAMA) SATCOM 5KHZ and 25KHZ Channels and Integrated Waveform (IW) Channels - System Power Compatibility 20 Watts - Radiation Pattern Directional - Operating Temperature -40� F to 150� F - RF Connection to radio: N type - Mounting freestanding antenna with ground mount - Storage carrying case for operational use D. CAPABILITIES/REQUSTED INFORMATION In your RFI submittal, please address the following items: Please address the following details of your Dismounted on the Move Antenna solution: Dismounted antenna name/part number How the vendor envisions the dismounted antenna will be mounted and connected to the radio Dismounted antenna overall size (Height x Length x Width) Dismounted antenna frequency range Dismounted antenna weight Antenna storage provisions on the soldier when not in use Provide full radiation pattern for the dismounted antenna Polarization Gain Elevation above the plane (Field of View) Voltage Standing Wave Ratio (VSWR) Impedance Color Beam Width (TX/RX) How the antenna is grounded � Please address the following details of your At-the-Pause Antenna solution: At-the pause antenna name/part number At-the pause antenna overall size assembled (Height x Length x Width) At-the pause antenna overall size disassembled (Height x Length x Width) Setup time for the at-the pause antenna Disassembly/pack up time for the at-the pause antenna At-the pause antenna and carrying case weight Recommend RF cable length from the antenna to the Radio���� Any special tools needed for assembly/disassembly Carrying case details including: hard/soft, size, and weight At-the-pause antenna frequency range Provide the full radiation pattern Polarization Gain Elevation above the plane (Field of View) VSWR Impedance Color Antenna storage provisions Antenna isolation (TX/RX) Beam Width (TX/RX) How the antenna is grounded Please state if any Government testing has been conducted on the antenna(s), and provide information regarding the test event(s), date(s), and results of any Government testing. � Availability: Please provide information on whether the antennas are under development or currently available for production. If the antennas are under development, provide the date of availability. � Please provide information and details, if known, about evaluation performed by any US Government organization. � For testing purposes, please provide details for each antenna on the availability of 1, 5 or 10 production systems for evaluation. � Additionally, please provide your current or planned monthly production capability. � The Government may request antennas be submitted for testing purposes. During any testing the antennas may be destroyed.�� Please indicate if you are willing to provide test units given this information, and provide a timeline for when assets can be provided to the Government. � � Pricing: Please provide a price for each antenna, and include information regarding any price breaks based off of quantity discounts. Each kit would contain one of the antennas specified above, as well as manuals, cables, accessories and cases (as appropriate). � Additional Information: Please state if each antenna will be able to be used on a full duplex radio system. Include your cage code and your business size in your response. Provide comments on the availability of antennas for testing during a proposal evaluation. Provide a list of contracts your company has with all Government Agencies (i.e. US Army, US Airforce, Department of Defense, GSA, etc.). Include the contract number and a Point of Contact for the contract at the Government Agency. � Do not send any antennas in response to this RFI. E. INSTRUCTIONS All responses to this RFI are due by 1700 EST on 19 March 2021.� Any questions shall be submitted no later than 05 March 2021.� This will give the Government adequate time to respond to questions to support industry submissions.� Respondents should identify their company's name, address, telephone number, point of contact, and whether they are a large or small business. Please ensure that proprietary information be clearly marked.� All submissions shall be sent via e-mail.� The electronic format shall be submitted in Microsoft Word or Adobe PDF (1-inch margins and 12 point Arial or Times New Roman font).� The cover page shall be labeled clearly with RFI title: �Mobile User Objective System (MUOS) Antenna � PM TR RFI�, and include respondent organization and POCs with contact information.� Your response shall not exceed 30 pages.� Responses shall be delivered in electronic format to Bradley Phillips, Contracting Officer, at the following address: bradley.a.phillips14.civ@mail.mil.
