- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with AnovaWorks Occupational Medicine (Anova), under the authority of FAR Part 6.302-1, for one (1) Time and Materials (T&M) Purchase Order to provide medical consulting services with a residency/board certified occupational medicine physician to address the risk posed by the EPA�s DuoDote� program for the EPA�s Office of Administration (OA), specifically the Safety and Sustainability Division (SSD). EPA�s DuoDote� program, administered by the Safety and Sustainability Division (SSD) within EPA�s Office of Administration (OA), addresses the risk of chemical warfare agent exposure to EPA personnel while EPA�s Medical Countermeasure (MCM) Program addresses CWA risk. Medical consulting services with a residency/board certified occupational medicine physician is necessary to address the risk posed to EPA Emergency Response personnel who may encounter potential exposures to chemical warfare agents (CWA) or who must perform mission-essential functions during a biological attack . AnovaWorks is a small business that employs an occupational medicine physician who currently serves as the Reviewing Medical Officer (RMO) for EPA via an Interagency Agreement with Federal Occupational Health. In the RMO role, the occupational physician is responsible for full medical oversight of EPA�s Occupational Medical Surveillance Program. The physician reviews all EPA medical surveillance exams and is singularly aware of hazardous instances of exposure to EPA employees. The physician also has access to all of EPA�s employee OMSP medical records and provides medical clearance for EPA employees to conduct work on behalf of EPA. In addition, the RMO has conducted one on one interviews with numerous Occupational Medical Surveillance Program (OMSP) participants which has resulted in detailed awareness of EPA operations/activities and potential exposures. The physician also performs medical clearances of EPA employees for both the DuoDote� and Medical Countermeasure Programs. The EPA requires an occupational physician to provide consultation for both the MCM and DuoDote� programs. For the DuoDote� program, the physician will be assisting with further development of EPA�s DuoDote� Program policy, training materials, procurement of DuoDote� kits, and will be the consulting authority for medical advice during emergency response events. For the MCM program, the physician will similarly help develop policy documents, write MCM prescriptions for EPA personnel, consult with emergency response personnel leadership to fill prescriptions and consult with employees to determine if additional supply of MCMs/medical care is needed post potential exposure. Detailed knowledge of EPA�s workforce�s exposures, risks, and medical history is needed to provide immediate and potentially life-saving medical consultation during a CWA or biological warfare event and any delays or interruptions would be unacceptable and damaging. Lack of familiarity with EPA OMSP, DuoDote�, MCM programs and hazardous exposure potential, would be a significant risk to the safety of the EPA�s employees as the work to be performed during this period relies on the familiarity with these programs as well as critical need for DuoDote � kits, which puts AnovaWorks as being the only possible contractor who can meet the EPA�s needs. This requirement will utilize FAR Part 6. The North American Industry Classification System (NAICS) code is 621111, Offices of Physicians, with a small business size of $12 million dollars. AnovaWorks is the only possible contractor with the medical insight of the EPA personnel for emergency response and the DuoDote � program. We anticipate issuing a solicitation on or about March 9, 2021. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting the EPA�s requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer by 11:59pm Eastern Time on March 9, 2021. A determination not to compete the proposed T&M purchase order based upon the responses received to this notice is solely within the discretion of the Government.
