MARKET VALUE: This position has been designated as a �tandem/ladder� position that, depending on the qualifications of the offeror, can be filled at either the GS-11 ($72,750 - $94,581) or GS-12 ($87,198 - $113,362) level. Final compensation will be negotiated within the listed market value of the GS-11 or GS-12 level depending on qualifications, previous relevant experience and work history, salary, and educational background. �Salaries over and above the pay range will not be entertained or negotiated. STATEMENT OF DUTIES POSITION DESCRIPTION BACKGROUND USAID�s Office of Transition Initiatives (OTI) is seeking highly motivated, highly qualified individuals who want the opportunity to help support rapid international transition programs for priority conflict-prone countries. Created in 1994 as a distinct operating unit within USAID, OTI helps local partners advance peace and democracy in politically-transitioning countries. In support of U.S. foreign policy, OTI seizes emerging windows of opportunity in the political landscape to promote stability, peace, and democracy by catalyzing local initiatives through adaptive and agile programming. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief.� Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition.� OTI assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations.� OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. To respond quickly and effectively and meet its program objectives and mandate OTI retains a group of high level professionals and experts under U.S. Personal Services Contracts (USPSCs). These knowledgeable and skilled professionals make up the vast majority of the OTI work force and are at its forefront implementing and achieving the office�s programmatic goals and objectives. For more information about OTI and its country programs please see: https://www.usaid.gov/stabilization-and-transitions Introduction The OTI Strategic Communications Coordinator/Specialist is expected to be dedicated primarily to communications activities. While the Strategic Communications Coordinator/Specialist may be supervised by any OTI team or division leader or his/her designee, the initial supervisor for the position under this solicitation will be OTI�s Communications and Outreach Team Leader or his/her designee.� OTI�s Communications Team works within OTI�s Program, Learning, and Innovation (PLI) division. The Communications Team advances OTI�s mission by contributing to the Conflict Prevention and Stabilization (CPS) Bureau and Agency-led outreach efforts and communications in support of country programs and the wider office. Specifically, the Communications Team prepares OTI-specific communications products, develops office-wide messaging, manages the office�s digital presence, and provides input to Agency and CPS communications products. In addition, the Communications Team manages internal correspondence for multiple stakeholders, including liaising with the Agency�s Bureau for Legislative and Public Affairs (LPA) in support of congressional briefings and external engagements. The Communications Team�s work continues to help OTI convey its objectives, impact, and lessons learned to inform decision-making and secure resources for future programming. While the Strategic Communications Coordinator/Specialist works under the direction of the Communications Team Leader, he or she needs to demonstrate a high degree of autonomy and responsibility. The incumbent must be articulate and able to represent OTI in various forums, meetings and seminars, and have a sound understanding of USAID�s operational processes in Washington. The Strategic Communications Coordinator/Specialist must be an individual with excellent writing, editing, storytelling, and interpersonal skills with an understanding of U.S. policy interests and the role transition programming can play in the mitigation of conflict and the development of democracy. The Strategic Communications Coordinator/Specialist must be able to communicate effectively, in person and in writing, with diverse audiences and be able to accomplish a wide range of assignments on short notice. CORE FUNCTIONAL AREAS OF RESPONSIBILITY DUTIES AND RESPONSIBILITIES The work of the Strategic Communications Coordinator/Specialist requires teamwork, the exercise of discretion, judgment, and personal responsibility. As a member of a highly operational office, the incumbent is willing and able to perform a wide range of administrative functions to help ensure programmatic success. The incumbent has a high level of integrity and attention to detail to ensure the use of OTI systems and procedures to maintain effective and efficient management of funds, programming, and monitoring and evaluation. The incumbent is highly flexible and willing to work under conditions of ongoing change, and remains professional and respectful of colleagues and authority in a diverse workforce. She or he places a premium on the building of positive relationships with his or her respective team both in the field and in Washington, and with key stakeholders both in and outside of USAID. The incumbent is able to prioritize and complete tasks without follow-up by the supervisor, while also filling in gaps as needed to ensure the responsiveness of the team. The Strategic Communications Coordinator/Specialist is a strategic thinker, articulates innovative ideas, presents solutions, and is a positive role model for colleagues both in and outside of OTI. The Strategic Communications Coordinator/Specialist priorities are expected to change and evolve in accordance with the requirements of OTI and will be determined in consultation with and under the direct supervision of the CPS/OTI Communications Team Leader or his/her designee. The Strategic Communications Coordinator/Specialist will perform the following duties: At the GS-11 Strategic Communications Coordinator level: Assist with the development, editing, distribution, and publishing of OTI communications products, including annual reports, country program reporting, fact sheets, briefing books, brochures, success stories, videos, and web-based materials; Track, manage, and coordinate clearances across the office in response to information requests (Taskers); Assist with the management of digital content across OTI's social media accounts and assist with campaigns involving other USAID offices, and update internal and external websites; Assist with cultivating and managing professional relationships with non-governmental organizations (NGOs), implementers, international donors, USAID, U.S. government agencies and other organizations of importance to OTI programs in Washington and the field, serving as a liaison to coordinate communications activities; Support Communication Team with responses to media inquiries in a timely fashion; � Assist in the preparation of presentations and briefings used to engage internal and external audiences; Assist in the development and implementation of OTI�s office-level and country-specific strategic communications plans and monitoring/supporting implementation of plans; Assist with training OTI staff and implementing partners, both in Washington and the field, on communications-related skills, and support the maintenance of training materials as required; As required, perform services under this scope of work at physical locations other than Washington OTI headquarters, including within other USAID offices, bureaus, or other USG agencies; Serve on short-term assignments with other USAID offices or bureaus in direct support of OTI programs for a period not to exceed three months, and; Support the completion of other tasks as required to fulfill OTI�s program objectives as requested by the Communications and Outreach Team Leader or OTI senior leadership. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. If traveling overseas, the incumbent may be subject to some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). 13. WORK ENVIRONMENT: Work is primarily performed in an office setting.
