The Purpose of Amendment 0001 is to amend NAICs Code from 332510-Hardware Manufacturing, to 334419 -Other Electronic Component Manufacturing, PSC Code from 5960-Electron Tubes and Associated Hardware to 5996-Amplifiers and to extend offeror due date to Friday, Feb 26 2021 at 2:00 EST. Changes to the Original Synopsis are shown in bold and�underlined. This proposed contract action is being processed on a sole source basis.� The North American Industrial Classification System (NAICS) Code is 332510. The Small Business Size Standard is 750 employees. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price, contract on a sole source basis to L3Harris Electron Devices for Submarine High Data Rate (SubHDR) long lead Q-Band Traveling Wave Tubes (TWTs). This requirement is a partial follow on to N66604-15-D-0901 with L3Harris.� The proposed contract action is for supplies for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements. NUWCDIVNPT Code 34 is the designated Technical Direction Agent (TDA) and National Maintenance Center (NMC) for the SubHDR Mast Group System and is the sole facility capable of repairing SubHDR Masts for the fleet.� The Code 34 SubHDR NMC is responsible for recommending and implementing engineering changes into SubHDR Masts to enhance the life of the system in the fleet.�NUWCDIVNPT Code 34 has a requirement to sustain SubHDR Mast Groups for the US Fleet and Foreign Military Partners through replacement of critical components such as the Q-Band TWT. The Q-Band TWT is a critical part of the EHF amplifier contained in the SubHDR Mast Group and must perform in various outboard at-sea environments that include underwater explosion, high/low temperature, vibration, inclination, and electro-magnetic interference.� L3Harris is the original equipment manufacturer of the 120W, 45 GHz, Q-Band TWT used in the SubHDR Mast Group. L3Harris was selected by Raytheon, the SubHDR OEM, as the sole provider capable of producing a Q-Band TWT which meets all the requisite functional and performance parameters of the SubHDR System. L3Harris is the only source certified by Raytheon to meet all the SubHDR Mast Specification requirements and that currently possesses the unique knowledge, expertise, and manufacturing facilities required to produce and deliver the Q-BAND TWT for the SubHDR System. Therefore, L3Harris is the only source capable of supplying the required parts to meet the Government�s minimum requirements. The anticipated place of performance is at the Contractor�s site in Torrance, California The anticipated award date of this requirement is September 2021. The synopsis is not a request for competitive proposals.�All responsible sources may submit a capability statement, which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
