- Refer to attached Solicitation W50S94-21-Q-0001, PWS, and all other associated attachments: Operations of the 143 AW at Quonset Air National Guard Base (QANGB), North Kingstown, RI, that impact stormwater are regulated by the federal Clean Water Act.� The Rhode Island Department of Environmental Management (RIDEM) is delegated to enforce the CWA in the state.� The RIDEM regulates the operations of the 143 AW by a Rhode Island Pollution Discharge Elimination System (RIPDES) Individual Permit No. RI0021555.� The permit conditions require quarterly sampling and analysis of stormwater during controlled events (identified as Dry Weather) and qualifying rain events (identified as Wet Weather).� Full details are provided in Section 5.0.� It is the responsibility of the 143 AW to follow the sampling conditions in the permit.
