- Description
- The Naval Air Systems Command awarded a Delivery Order to Contract N00019-19-G-0029 with Sikorsky, A Lockheed Martin Company, Stratford, CT for the Naval Air Training and Operating Procedures Standardization (NATOPS) to capture change recommendation based upon aircraft systems or configuration changes, approved operating envelopes and procedures, and general aircraft and systems characteristics and limitations. This procurement was procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Sikorsky is the only known source possessing the requisite knowledge, technical expertise, special skills, technical data, facilities, and experience to provide the support on the CH-53K.
