Description
NASA/JSC has a requirement for the Astromaterials Acquisition and Curation Office to purchase nine (9) custom gaseous nitrogen (GN2) desiccators (isolators) for the long-term preservation and storage of the Mars 2020 contamination knowledge (CK) sample collection. CK is the information gained from studying the collected/curated spacecraft hardware, reference materials, and witness plates in conjunction with returned astromaterials. Most CK samples collected during the Mars 2020 Perseverance rover assembly, test, and launch operation (ATLO) activities at JPL and KSC require long-term storage in an inert environment with minimal exposure to particulate shedding and outgassing materials. In addition, some of these GN2 desiccators will be used for future ALTO CK activates generated by the international Mars Sample Return Campaign. NASA/JSC intends to issue a sole source contract to acquire the items from Germfree Laboratories, Inc. under the authority of FAR 6.302-1.� Germfree is the only vendor to conduct an initial engineering design review, provide detailed fabrication drawings for a custom build, and outline physical tests for post-fabrication inspection of the integrity of the custom isolator (i.e., pressure test, leak test, and CMRTs for all raw materials).� In the extensive search for such a unique product, it was determined that Germfree is the only company able to provide a custom-built isolator that meets all the necessary material requirements for MSR curation. The Government intends to acquire a commercial item using FAR Part 12 and Part 13.5. Interested organizations may submit their capabilities and qualifications �to perform the effort electronically via email to Chrystal Wiseman at chrystal.d.wiseman@nasa.gov not later than 3:00 p.m. CST on April 12, 2021.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
