Description
Combined Synopsis/Solicitation The purpose is to procure LED Lighting for NOAA Ship Henry Bigelow. This reduces the costs and environmental impacts of disposing of toxic fluorescent lightbulbs. Ship lighting used throughout the vessel are currently Phoenix brand lighting and require the use of hundreds of lightbulbs through the course of a year. Switching these to LED will reduce the cost of bulb replacement and the costs and impacts of hazardous waste disposal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NM-AN2190-21-00943�� 21_HB_LED Lights is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. The North American Industry Classification Code (NAICS) for this acquisition is 335129, Other Lighting Equipment Manufacturing; the small business size standard is 1500 employees. Line items are as follows: Provide the following: 25 each of: Phoenix LED Marine Fixture (ReadiLED series), 4 foot, 120V-277VAC, 2x19W SMD Arrays, 5000K Color, 3617 Lum, IP65, UL1598C, RLED-4 10 each of: Phoenix LED Marine Fixture (ReadiLED Series), 2 foot, 120V-277VAC, 2x9.5W SMD Arrays, 5000K Color, 1975 Lum, IP65, UL1598C, RLED-2 Brand Name Justification (AUTHORITY: FAR 13.106-1(b)(1)) Supporting rationale. brand name is reasonably available as detailed below:� Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment, and the source is uniquely qualified to meet the requirement. �When lighting was first installed from the shipyard aboard the Henry B. Bigelow, Phoenix lighting was used throughout. Because of this, lighting brackets, mounting, and all hardware associated with the hundreds of marine overhead lighting units aboard ship are all specifically made for Phoenix mounting systems and configurations. In market research, no other adaptable configuration was found. In an effort to continue improving our green environmentally friendly measures aboard ship, the ship is replacing outdated systems with LED lighting. This will be a cost savings in the long run without the need to continuously purchase replaceable light bulbs as well as the hazards associated with disposing of mercury-lined lightbulbs. (End of clause) NAM 1330-52.270-304 NOAA ACQUISITION AND GRANTS OFFICE OMBUDSMAN (OCT 2016) The NOAA Acquisition and Grants Office (AGO) Ombudsman is available to organizations to promote responsible and meaningful exchanges of information. Generally, the purpose of these exchanges will be to: Allow contractors to better prepare for and propose on business opportunities. Advise as to technologies and solutions within the marketplace that the Government may not be aware of, or is not fully benefiting from. Identify constraints in transparency and process. The AGO Ombudsman will objectively, reasonably, and responsibly collaborate with parties and recommend fair, impartial, and constructive solutions to the matters presented to him/her. Further, the AGO Ombudsman will maintain the reasonable and responsible confidentiality of the source of a concern, when such a request has been formally made by an authorized officer of an organization seeking to do business with, or already doing business with NOAA. Before consulting with the AGO Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations with the respective contracting officer for resolution. However, direct access to the AGO Ombudsman may be sought when an interested party questions the objectivity or equity of a contracting officer�s decision, or when there is a bona fide reason to believe that reasonable, responsible, and objective consideration will not be received from an assigned contracting officer. There are several constraints to the scope of the AGO Ombudsman�s authority, for instance: Consulting with the AGO Ombudsman does not alter or postpone the timelines of any formal process (e.g., protests, claims, debriefings, employee employer actions, activities involving A76 competition performance decisions, judicial or congressional hearings, or proposal, amendment, modification or deliverable due dates, etc.).
