The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. INL�s Office of Global Policy and Programs (INL/GPP) specifically manages capacity building programming and policy engagement for counter-narcotics, anti-crime, and rule of law efforts world-wide. �This includes efforts to combat the theft of intellectual property, as well as related cybercrimes. �The INL/GPP Cyber, Corruption, and Money Laundering Unit (INL/GPP/CCM) handles program design, management, and coordination functions in those issue areas.� The purpose of this Personal Services Contract (PSC) position is to provide an Intellectual Property and Cybercrime Advisor (IPA) to INL. �This position will function as a liaison between INL and the Department of Homeland Security, Homeland Security Investigations (HSI), National Intellectual Property Rights (IPR) Coordination Center (IPR Center). �The purpose of the initiative is to enhance INL�s international IPR and high-tech crime capacity building efforts (centrally managed and bilateral), including by making them more evidence-driven and operationally relevant, and by fostering interagency coordination. �The IPA will draw upon their expertise and liaison function at the IPR Center�s operational work and trend analysis to inform INL�s international IPR capacity building, and related cybercrime efforts. �In the context of the Coordination Center�s interagency clearinghouse function, the IPA will also foster interagency awareness of and participation in INL-funded programming, and INL awareness of the range of interagency assets and activities in this area. �The IPA will also participate in INL-funded or �supported capacity building activities (eg, instruct at international workshops, coordinate expert participation, provide input on curricula) upon request and consistent with the IPA�s other duties. DUTIES AND RESPONSIBILITIES Under the direct supervision of the INL/GPP/CCM Branch Chief, or his/her designee, the IPA will perform the following duties: 1.�� �Provide overall policy development guidance and foreign training and technical assistance implementation in furtherance of HSI training and technical assistance funded by INL. � 2.�� �Ensure coordination and cooperation between the IPR Center and the United States Transnational and High-Tech Crime Global Law Enforcement Network (GLEN), an INL-developed international capacity building platform and network. � 3.�� � Provide critical information to INL in support of the GLEN, assisting in the identification and prioritization of potential IP-related engagements, and remain apprised of relevant activities outside of INL and DHS auspices for deconfliction purposes. 4.�� �Provide direct support to HSI and INL under the supervision of INL, and with input from DHS, in program development, coordination, information sharing and de-confliction.� 5.�� �Coordinate with the US Patent and Trademark Office, which manages a database of International IPR Training programs, to ensure inclusion of DHS and State activities in the coordination and tracking of International IPR Training programs conducted among all U.S. government agencies. 6.�� �Work with DHS to develop and implement a program utilizing a standard measurable set of metrics to track the effectiveness of a U.S. government-wide International IPR Training activities, using the relevant INL Interagency Agency Agreement (IAA) with DHS as an illustrative pilot example.� 7.�� �Identify region-specific IPR enforcement weaknesses and vulnerabilities and propose achievable solutions to strengthen partner country regimes, in coordination with INL and the Department of State Bureau for Economic and Business Affairs� Office of Intellectual Property Enforcement (EB/IPE).� 8.�� �Advise on curriculum development and revision consistent with the long-range goals for HSI-implemented INL programs. 9.�� �Assist with qualifying support and lead instructors and personnel to meet the proficiency requirements and expectations of the training activities. 10.�� �Assist with scheduling INL-funded HSI foreign training events and projects. 11.�� �Develop and edit presentations and material in support of instructional teams and participate in pre-deployment country-specific training and strategy briefings to instructor teams. 12.�� �Assist in coordinating INL-funded foreign assistance with and other foreign assistance implemented by the US interagency, multilateral partners and foreign donors. 13.�� �Coordinate with the US interagency, US Missions, INL country teams and, where relevant, International Law Enforcement Academies (ILEAs) to identify appropriate class participants to optimize effectiveness. 14.�� �Provide briefings to embassy personnel at the conclusion of foreign training events in consultation with INL. 15.�� �As appropriate, participate in delivery of training and technical assistance as a subject matter expert. 16.�� �Complete timely after-action event reports consistent with INL and HSI requirements, within one month of the activity.� 17.�� �Provide monthly (or biweekly) written reports to INL supervisors, without prejudice to frequent ad hoc informal coordination and communication. Report format will be determined but at a minimum will cover: �1) Activities in the prior reporting period; 2) planned actions and activities in the following 1-3 months; 3) Analysis of output and outcomes (impact); 4) recommendations to enhance the arrangement. 18.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. 19.�� �Perform services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus or other USG agencies for a period not to exceed six (6) months.� PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS Washington, DC. The PSC will be expected to split time between the Department of Homeland Security, Homeland Security Investigations (HSI), within the National Intellectual Property Rights Coordination Center in Arlington, VA, and the Department of State�s INL offices in Washington, D.C. RELATIONSHIPS The IPA will report to the INL/GPP Branch Chief. �When the IPA is working at the IPR Center, the IPA will be supervised by the Director of the IPR Center. The INL/GPP/CCM Branch Chief will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing and completing analysis of enormous complexity. �Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. �The IPA is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues. SCOPE AND EFFECTIVENESS The IPA performs broad and extensive assignments related to complex programs spanning the full-range of intellectual property rights enforcement, and related cybercrimes, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security and Medical clearances. Department of State Ethics clearance (if applicable). (Security clearance upgrade to TS level may be required). 2.�� �Bachelor�s degree from an accredited U.S. institution AND a minimum of ten (10) years related experience in the fields of law enforcement. 3.�� �Demonstrated experience developing and assessing rule of law and/or law enforcement programs, including assessment, monitoring and evaluation. 4.�� �Demonstrated experience drafting related reports/documents and strategic plan submissions. 5.�� �Demonstrated experience planning, strategizing, implementing and reporting on projects. � 6.�� �Demonstrated experience drafting analytical briefing papers, memoranda, letters, and reports for review and/or signature by senior-level officials. 7.�� �Demonstrated experience coordinating and working closely with the Department of Homeland Security. Factor 3:�� �Management & Communication Experience�� ��� ��� �(30 points)� Demonstrated ability to communicate effectively, both orally and in writing, in a timely and concise manner; interact effectively with others at all levels to prepare, analyze, explain and defend determinations and requirements with respect to conformance to applicable laws, policies and other regulatory guidelines; and advise program officials.� BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) This position has been designated at the GS-14 equivalent level ($122,530 - $159,286 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
