Description
Description: The U.S. Army Corps of Engineers (USACE), Walla Walla District is seeking sources for a project entitled Automated Fee Machines.� The located at Lucky Peak Project in Boise, ID.� This will be a firm-fixed price contract.� The North American Industry Classification System (NAICS) code is 522320 Financial Transactions Processing, Reserve, and Clearinghouse Activities and the associated small business size standard is $41.5 million. Anticipated contract award May 2021. This sources-sought announcement is a tool to identify small businesses with the capability to provide the Automated Fee Machines.� This is not a solicitation.� Only firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement.� Please do not respond to this notice unless you intend to respond to the solicitation. A) Name of firm with address, phone, and point of contact. B) Provide a statement that your firm intends to submit an offer on the project when it is advertised. C) CAGE Code and DUNS number. Submit this information to Ruth Johnson, Contract Specialist, via email to ruth.a.johnson@usace.army.mil.� Your response to this notice must be received on or before 2:00 on Wednesday, April 21, 2021. � Summary Technical Specifications: Operation Requirements: Shall be capable of accepting electronic payments only. Shall be capable of printing thermal receipts that will remain legible to 170 degrees Fahrenheit for up to 48 hours for patrons to display for enforcement purposes. Shall provide a paper audit trail, supported by an electronic record for all transactions. Shall be supported by software applications allowing administrative user manipulation of rate structure, system configuration and transaction recording from a local or remote site.� Shall be configured for wireless solar operation with ability to be later connected to AC power. Shall have battery back up to sufficiently maintain uninterrupted operation of the machine 24 hours a day, year-round, and under variable sky conditions. Components shall operate in extreme temperature and humidity fluctuations found in Idaho. In the summertime, temperatures commonly reach 90 to 105 degrees Fahrenheit with 20-30% humidity. Temperatures in the immediate area of the AFM may be higher due to direct sunlight and close proximity of asphalt pavement.� Winter temperatures are regularly below freezing with high humidity, however, the season of public use of AFM�s for fee collection is May 15 to September 15. AFM shall be set-up for drive up (two) or walk up (one) access as specified in separate CLINs. General Specifications: Cabinet shall be constructed of corrosion resistant metal. Cabinet design is large enough to allow for easy removal of internal components; credit card reader; printer; paper, etc. Front of the cabinet shall be covered with a permanent graphic display of detailed machine operating instructions for patrons. Cabinet door shall have a recessed clear Lexan cover providing protection for the display. Cabinet shall have a locking system suitable for a remote location with high vandalism potential. Cabinet shall be designed to bolt to a pedestal for installation on a concrete pad or surface. The pedestal shall be provided by the manufacturer of the AFM and included in the total price. While specified AFM�s are wireless solar units, mounting pedestals shall include conduit accommodations for possible wired AC and communications made at a later date. Cabinet shall be designed to accommodate all the necessary wiring through one centrally located hole in the bottom of the AFM. AFM shall operate via wireless internet service and comply with all Payment Card Industry (PCI) requirements. Front Display: Display shall be clearly visible even in direct sunlight. Display shall be back lit for improved readability in low to no light conditions. A cooling system shall be included for proper ventilation in a high heat environment. Credit Card Reader: Shall be capable of reading and transmitting all major credit cards payments (including VISA, MasterCard, American Express and Discover) by cellular technology. AFM shall be compliant with PCI requirements. Thermal Printer: Shall be easily removable for servicing and reloading paper. Paper roll shall be capable of dispensing a minimum of 4,500 receipts per roll. Receipt length shall be adjustable. Printer shall utilize thermal paper capable of not turning black up to 170 degree F. AFM shall have the ability to provide a printed receipt which indicates the following: Purchase time Expiration date and time Item purchased Amount paid Configurable header and footer Vendor shall provide a minimum of twenty (20) rolls of printer�s receipt paper with the AFM unit as well as item number and specifications. Power Management: Solar-charged batteries shall supply sufficient power for uninterrupted function under all environmental conditions. All cables and connections shall utilize quick disconnect type connectors. The AFM shall include an Indicator light to show power status. The AFM shall include sufficient surge protection to protect the device, if applicable. All wiring to provide power to the device shall be run in conduits. Mounting Pedestal: Shall be constructed of a corrosion resistant metal or steel with surface treatment to prevent corrosion. Shall be an adequate height to allow for drive up or walk up access to the machine. Shall be designed to mount to a vendor-installed concrete surface. Shall be installed where specified by the Government.� Contractor shall supply AFM Manufacturer�s specifications and recommendations for concrete footing, electrical requirements including conduit type and diameter to be installed through footing. Shall be designed with a hollow center for pulling power/ communication lines through to the pedestal top and into the machine. Security: Shall have a vandal resistant case that has a secure locking system for access into the machine. Door shall be resistant to prying or drilling and unable to be removed from its hinges from the outside of the machine Lock keys may not be duplicated, a designated employee may only obtain additional keys and locks from the key company. Installation & Support: The Contractor shall install the AFM unit, to include constructing the footing, mounting the pedestal, programming the machine, and conducting tests to ensure it is working properly.� Contractor shall furnish and install all required anchoring, electrical connections, and incidentals to complete install.�
