Description
Identification of the agency and the contracting activity:� The Office of Acquisition Management proposes to enter into a delivery order on the basis of other than full and open competition for 1E NightWatchman Maintenance Renewals on behalf of Information Resource Management, Enterprise Network Management Office (IRM/OPS/ENM).� The total estimated cost is $XXX.� 2. ������� Nature and/or description of the action being approved. ����������� This request is for the procurement of 1E NightWatchman license Maintenance renewals. The license renewals of this product are performed yearly for IRM.� 1E NightWatchman is a solution that has been in place at DOS for several years.� This request provides for the procurement to renew the 1E NightWatchman product.� ����������� This product is the solution to meet the Electronic Stewardship Progress initiative, a Greening Initiative set forth by the U.S. government.� NightWatchman is the State Department�s chosen power savings tool for the enterprise, which allows us to provide reporting on power savings quarterly.� Without this renewal, the ability to manage power-savings options and to meet the requirement for the quarterly power savings reporting will cease. Prior Awards: XXXX 3.� ������ A description of the supplies or services required to meet the Department�s needs. 1E NightWatchman provides the requirements for the Department of State. IRM is responsible for providing monthly power savings reports, quarterly, and annual reporting for E.O. 13514 �Greening Diplomacy Initiative� in addition to power savings policy management. Power management functionality is reviewed upon Microsoft Endpoint Configuration Manager�s (MECM) build release schedule, which takes place 3-4 times per year.� MECM offers a power management functionality but it does not offer the same management capabilities for per-Post power savings schedules that are often customized, nor does it offer the required reporting functionality that is needed to meet Department of State�s Greening Initiative and other power-savings reporting requirements. Microsoft MECM�s built-in wake-on-LAN power management offering was assessed for suitability in April of 2020 and again with the recent enterprise upgrade in April 2021. 1e NightWatchman was shown to allow more specific management options that are necessary for the Department's Post-specific management needs that is able to be performed with the product�s built-in console manageability and robust, on-demand reporting.� Neither of these were an option with the Microsoft solution. The Department of State is required to produce both quarterly and annual power savings reports, among others, that are used to meet governmental reporting requirements to include annual compliance with E.O. 13514, �Greening Diplomacy Initiative�.� The purchase of 1E NightWatchman Maintenance Renewals will provide the necessary coverage of the State Department�s Enterprise power savings functionality and necessary reporting.� Without this renewal, the ability to power down and wake up workstations on a schedule will not occur.� In addition, the required annual, quarterly, and monthly reporting that meets the Greening InitiativeE.O 13514 requirements will be unable to occur.� The average monthly energy savings to the Department with this tool is ~$XXXX. 4.� ������ Authority permitting a Fair Opportunity Exception and the supporting rationale. This acquisition is conducted pursuant to 41 U.S.C. 4103 and 4106 as implemented by FAR 16.505(b)(2) and substantiated by the following:� ? FAR 16.505(b)(2)(i)(B) � Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The 1e NightWatchman product is the only product that meets the requirement to provide power management to the enterprise in full, without limitations � and that meets the reporting needs for submission for the Greening Initiative.� If this the product is not procured the DOS power management capability will be rendered inoperable with no ability to power down and wake up workstations on a schedule across the enterprise.� In addition, the required quarterly reporting that meets the Greening Initiative requirements will not be met nor the cost saving detailed under paragraph 3 of this justification. 5.� ������ A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. The Contracting Office determined that the anticipated price(s) will be fair and �reasonable based on competitive pricing offered on NASA SEWP V. By signing the justification, the Contracting Officer makes a determination that the cost/price to the Government are expected to be fair and reasonable. 6. ������� �Any other facts supporting the justification. ��� �The 1E NightWatchman product is the sole product that is used by the Department of State for the purpose of managing power savings via scheduled shutdowns and wakeups.� In addition to managing power settings in that manner, the 1e product�s reporting capabilities meet the needs for the quarterly energy savings report required for the Electronic Stewardship Program.� 7.� ������ Actions the agency may take to remove or overcome any barriers to increase fair opportunity before any subsequent acquisitions for the supplies or services is made. ����������� NightWatchman maintenance renewals are acquired from the 1e vendor.� As such, they are a sole source for the renewal of the maintenance for the NightWatchman software.
