- The purpose of this contract is to retain professional Realty Specialist Support Services to assist VA in managing its responsibilities for lease terminations, replacement lease projects, consolidations, and space planning, rent projections, facilities management support, and other lease administration tasks. Services provided, include, but are not limited to: 1. Conduct portfolio assessment of VA office space to identify opportunities for space reduction, adjacencies, consolidation, changes in use, or growth. With assistance from GSA or VA staff, develop the preliminary scope, cost and schedule estimates for each proposed project that results from the portfolio analysis. 2. Requirements Development for expiring and new lease procurements - Develops office space requirements with needs assessments techniques and analysis for GSA�s expiring lease procurements in a timely manner. This includes a Page 2 of 6 breakdown of personnel, office and support space, adjacency requirements, furniture, IT/AV, security, facilities, delineated area, and term requirements. 3. Space Planning � Works with GSA and VA space planners to design new office space and furniture configurations. Provides advice on how to best utilize office space and comply with OMB and VA�s Reduce the Footprint or similar initiatives. The contractor shall complete special projects that would include conducting space surveys with a report detailing occupancy rates, average square footages and recommendations for more efficient use of the space. 4. Project Planning - Project manager with responsibility for overall project management of leased space projects. Leads the development of the most major, politically sensitive and complex project management plans that define the scope, schedule, budget, roles and responsibilities of all team members, including communications, and risk management plans. Implements a system for review, control, and reporting on performance measures and project status. 5. Project Execution - Ensures that projects delivered meet agreed-upon customer requirements. Independently develops innovative solutions to address unanticipated project complications. Coordinates with team members involved in procuring for and overseeing and managing the design, construction, IT/AV, security, and furniture installations. Integrates the furniture, IT/AV, and move activities to ensure the project remains on schedule, on budget and within scope. 6. Project Closeout - Ensures all punch lists are completed, customers are satisfied, invoices are paid, warranties and operations and maintenance manuals are filed and that GSA�s RWA is closed out. Ensures the completion of project documents and makes certain they are uploaded into all necessary systems of record in order to track established performance metrics and historical trends. Conducts and documents lessons learned analysis. 7. Provide GSA requirements to support its lease procurements, including but not limited to Client Project Agreements, Housing Plans, Programs of Requirements. 8. Realty Specialist will participate in conversations with VA PM and end users on requirements development, tenant blocking and stacking space plans and phasing to accomplish tenant fit out needs. 9. The Realty Specialist shall work with the Project Managers of VA and GSA in the review of DID�s and CD�s that meet the intent of the Program of Requirements and ensure full design intent per VA requirements and requirements set forth in the Lease are met. 10. Provide coordination and oversight of all aspects of GSA�s lease procurement process, design and construction processes and integrate them with the furniture, IT, security, building management, and move activities. 11. Work with GSA to develop cost estimates sufficient to enable VA to submit any Reimbursable Work Authorizations (RWA's) into the eRETA system. 12. Coordinate with VA�s Furniture, IT/AV and Security vendors to ensure all project requirements are met and complete. 13. Ensure deliverables between VA, tenant agency and Lessors project team are tracked and provided timely to ensure lease schedule milestones are not missed. 14. Regularly communicate with all project team members and ensure any issues or concerns are resolved, or are escalated to the appropriate party, for their resolution. 15. Provide monitoring for quality assurance and prepare reports for VA as required. 16. Monitor and provide reporting for project financial data and budgetary cost accounting. 17. Provide support to the VA PM/COR to prepare all project correspondence, reports, oral and written presentations as required.
