Description

This is a synopsis only, NOT a solicitation. Fort Benning intends to solicit to utility companies, under FAR Part 41, a Utility Energy Service Contract to convert food waste into energy. There is no incumbent or previous contract for this part of the requirement. This is being posted to fufill FAR Part 5 publicizing requirements when FAR 5.202(a)(5) is not applicable because at this time we have not determined if this proposed contract action for utility services other than telecommunications services is available through only one source. Intent is that this project will follow the processes established by the Department of Energy (DOE) Federal �Energy Management Program (FEMP) �Utility Energy Service Contract Guide� July 2020 �(or most recent version).�The Government will only award a contract if the costs can be covered by savings. The savings determination method must be the best practical method of determining the ECM savings generated and is subject to approval by the Government.�The Government may refuse to accept a proposal if the savings determination is not practical, possible, or indicative of the actual savings.
