Description
The U.S. Department of Housing and Urban Development �intends to negotiate and award on a sole source basis to Mortgage Bankers Association, 1919 M St NW 5th Fl, Washington DC 20036-3572, under the authority 41 U.S.C. 253(c) (1), as set forth in FAR 6.302-1.� The Mortgage Bankers Association (MBA) conducts a 6-month instructor-guided annual training, �FHA Multifamily Housing Training� for the lending industry and lenders that seek FHA-approval from HUD to underwrite FHA-insured multifamily mortgages.� The HUD participants will participate in a the 6-month web-based training. The course requires a significant personal commitment by participants � both in terms of web-based classes during the work week and time intensive homework.� Participation and successful completion of the course aids in developing the skills of HUD Multifamily staff working in an underwriting or technical assistance role. The objective of this requirement is to obtain training for 20 HUD Underwriters participant in analyzing and interpreting market and appraisal data in support of underwriting requirements in the Multifamily Accelerated Processing (MAP) Guide and the associated forms.� The training shall include topics such as but not limited to:� Borrower Entities and Key Principals, Mortgage Credit and Property Operating Statement Analysis; Multifamily Appraisal Principles and Procedures; Market Survey and Analysis; Valuation Analysis; Architecture and Design; Environmental Analysis; Multifamily Property Inspection; Rate Lock and Securitization; Closing Procedures and Loan Documents; and a review of HUD Forms The period of performance is for a 6- month base period. Mortgage Bankers Association is the only vendor that can provide FHA Multifamily Housing Training� for the lending industry and lenders that seek FHA-approval from HUD to underwrite FHA-insured multifamily mortgages its electronic ratings and institutional credit analysis services that meets the Government�s needs. Provide training tailored to the MAP Guide and current approved forms required by the MAP Guide.� Provide participants with the necessary knowledge to analyze and interpret market and appraisal data which is submitted in a MAP application for FHA multifamily mortgage insurance.� Provide an overview of course content and materials; review of web-based training process, format, and access requirements.� Provide weekly, instructor-guided, web-based training for two hours per week for a six-month period.� Assign and review participant homework assignments and course exams.� ��The NAICS code is 611430 �and the size standard is 12M.� This notice is not a request for competitive quotations.� However, any firm that believes it can meet these requirements may submit a written response via email to brenda.k.lee@hud.gov by 12:00 PM Eastern Standard Time on October 28, 2021.� Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement.� Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government.� If no responses are received, the HUD will proceed with the sole source award to Mortgage Bankers Association.� The anticipated award date of this requirement is around November 10, 2021.� No collect calls will be accepted.� If you have any questions regarding this announcement, please contact Brenda K.
