The annual event is part of an ongoing community relations program that highlights the Armys most prestigious military band while bringing to the Washington, D.C. community a special insight to the Army through musical entertainment. This event has been designed for a venue of this size to accommodate the 175 Band members as well as the expected audience based on previous American Holiday Festival performances in the past 7 years. The statutory authority for the sole source procurement is FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
