Description
Description: The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source firm fixed price contract to GCI, 11111 Sunset Hills Rd. Suite 400, Reston VA 20190-5374. This effort is for the procurement of integration, testing, and maintenance of software for the BARNI systems located at multiple fielded locations. The Government anticipates negotiating and awarding a contract with 1 base year and up to 4 option years. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). GCI was selected during a competitive procurement in 2016 as the sole producer for the BARNI software uniquely designed for the ACA architecture. GCI not only developed the communications equipment suite that emulates a portion of the ACA known as the Basic ACA Radio Network Interface (BARNI) terminal, GCI also maintains the technical data package and documentation for the BARNI software. Based on the procurement and the development time, it is estimated that it would take a minimum of three years to compete, develop, test, and qualify the BARNI software from an alternate vendor at the same classification levels. Due to the nature of the current procurement, a gap in service is not acceptable. As such, GCI is the only uniquely qualified source that currently possesses the required technical knowledge, expertise, data and facilities required to meet the Government�s immediate need to integrate and update the BARNI software at the field sites within the required time and budget available to meet the U.S. Navy Fleet requirements. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 336419. Subcontracting opportunities should be sought directly from GCI at the following address (a) 11111 Sunset Hills Rd. Suite 400, Reston VA 20190-5374; (b) Attn: Jeff DuPrey. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. All responsible sources may submit a capability statement, which shall be considered by the Navy.
