- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ). Submit written quotes referencing RFQ 36C24622Q0049. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular- 2021-07 dated 09/10/2021. Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov). The Network Contracting Office (NCO) 6 Regional Procurement Office (RPO) EAST intends to award a firm-fixed price contract for the Brand Name Biocartis Supplies Reagents to the Asheville VA Medical Center in Asheville, NC 28805 The North American Industrial Classification System (NAICS) code for this procurement is 339113 with a business size standard of 750 employees. This procurement is Unrestricted, Full and Open to and for all eligible offerors may submit quotes. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. Only Idylla cartridges can be used on the Biocartis analyzer DESCRIPTION OF REQUIREMENTS All test cartridges must be compatible with and able to be loaded unto an Idylla Biocartis analyzer automated biomarker testing analyzer (required assay list provided below) Vendor must be able to establish an established shipping schedule (in coordination with Histology Supervisor and/or Lead technician) that allows for kits to be shipped in a timely manner. The Biocartis Idylla Assay Kit is the only product that can be used with the existing BioCartis Analyzer at Asheville VAMC. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This requirement is to provide Asheville Charles George VA Medical Center Pathology and Lab department a Brand Name item for the Biocartis Idyalla Analyzer. The Biocartis Idylla system allows for molecular testing of tumors and malignancies. The Idyalla system has the ability to determine if particular genetic markers are present with these malignant tissue samples, and allows the pharmacists and oncologists determine which course of action is best needed for the patients. The Biocartis Idyalla Analyzer allows Asheville VAMC to perform testing for several medical centers within the VISN. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by querying the VIP Search conducted on 10/06/2021 utilizing NAICS 339113 and Key Words Biocartis Supplies Reagents revealed 247 vendors: 216 SDVOSB and 31 VOSBs. SAC searched using keyword Biocartis Idylla under department of veteran affairs revealed 4 results no exact match used for information purposes. GSA eLibrary search using keyword Biocartis Idylla yield no potential contractors. GSA Advantage searched using keyword Biocartis Idylla yield no potential contractors. FPDS query search using Keyword Biocartis Idylla under department of Veteran Affairs revealed 4 purchase orders was used for information purposes. Internet Query: using key words Biocartis Idylla revealed several distributors that s able to meet this brand name requirement. SBA search was used to verify 339113 size standards as 750 employees. The items needed for this procurement are proprietary to BIOCARTIS US, Inc (Large Business: DUN: 080684535). Further research efforts revealed that BIOCARTIS US, Inc. currently have one SDVOSB reseller/distributor for the items/equipment s in need.
