SOURCES SOUGHT:� THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY!� This notice does not constitute a commitment by the Government.� All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Request for Quotation (RFQ) number is FA5606-22-Q-2003 and shall be used to reference any written responses to this source sought. Spangdahlem Air Base anticipates a requirement for a Special Needs Identification and Assignment Coordinator (SNIAC). The North American Industry Classification Systems (NAICS) Code proposed is 624190 - Other Individual and Family Services. The size standard for this NAICS is $12M annually.� The primary purpose of this position is to serve as the SNIAC, overseeing the Family Member Relocation Clearance (FMRC) program. In addition, the extended scope is to perform administrative duties concerning the coordination, processing, review and maintenance of medical records and information pertaining to individuals and families assigned to this installation or preparing to serve in overseas assignments and some CONUS assignments; to maintain SNIAC records; to ensure service availability for families relocating in conjunction with a PSC; to process Command Sponsorship requests and documents; to use a multi-disciplinary and collaborative approach with other key service providers, such as installation youth and childcare facilities, and officer and enlisted spouses groups, to ensure effective outreach and identification of special needs; to identify and enroll Active Duty (AD) Air Force families who meet eligibility criteria for SNIAC; to ensure Air Force (AF) sponsors assigned to the installation, or whose personnel functions are handled at the installation, are �Q-coded� (Exceptional Family Member Program - EFMP-enrolled) regardless of location of family members and to ensure compliance with Department of Defense (DoD) directives, AF policy and local Military Treatment Facility (MTF) instructions. Please see the attached DRAFT PWS for further details. If interested, include in your capabilities package your DUNS, Cage Code, System for Award Management expiration date, and any related specifications/drawings. The capabilities package should explicitly demonstrate company capabilities�indicating examples of commercial sales�and product specifications related to this effort.� Also indicate if you are the manufacturer or provide the name and size of the manufacturer of the product(s) you will be supplying.� Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. We are interested in any size business (large or small) that can meet this requirement.
