Description
Request for Expressions of Interest Integrated Transportation Services Parts Administration Overview Battelle Energy Alliance, LLC (BEA), the managing and operating contractor for the U.S. Department of Energy�s Idaho National Laboratory (INL) in Idaho Falls, Idaho, is seeking Expressions of Interest (EOI) from industry stakeholders regarding a potential multi-year parts and service subcontract supporting the INL Integrated Transportation Services Department (Fleet) currently comprised of over 1,000 vehicles consisting of buses, light duty vehicles, heavy equipment vehicles, and medium to heavy trucks. Scope The primary objective of the acquisition is to obtain comprehensive parts management services from the Subcontractor. Included is the research, ordering, delivery, stocking, Subcontractor�s pricing for parts and services provided should include all wages and benefits, operating costs (including vehicle costs), administrative and profit. The Subcontractor shall provide the necessary personnel, management, parts, and supplies to operate an efficient and effective parts service at Central Facilities Area (CFA) and other INL facilities as required by INL. The Subcontractor shall be responsible for supervisory and technical work to support the timely and cost-effective acquisition, delivery and supply of repair parts and related services to the INL fleet maintenance and repair operation to include the following: Procurement of Replacement Parts � The Subcontractor shall: Develop specifications for replacement parts and related services in accordance with the quality and performance standard requirements of this SOW Research, Identify, and recommend selection of part vendors to the BEA Manager/designee Process orders with approved vendors for the procurement of replacement parts and services, as required Pay its vendor invoices for parts and services and submit for reimbursement to BEA in accordance with the Contract pricing and invoicing requirements. All rush shipping shall be approved by the assigned BEA Manager/designee prior to placing an order Administer all warranties on parts and services, including the tracking of eligibility, return for credit and/or refund, core exchanges and processing of credits. Report and track warranties on a separate monthly report Inventory Management � The Subcontractor shall: Maintain an appropriate inventory of replacement parts and related supplies to meet the performance requirements Develop a rolling forecast of future parts and services needs for use in budgeting and planning of inventory requirements based on historical usage Develop specific criteria and stocking parameters for parts and supplies to be held in inventory sufficient to meet the performance standards of this SOW, and subject to approval by the BEA Manager Maintain a perpetual inventory record for each part held in inventory, including a usage history Maintain order and track chemicals in accordance with INL polices and coordinated with the INL Chemical Coordinator Post all parts issued for use, whether from stock or purchased on-demand, to the appropriate Service Request Order (SRO) Order Fulfillment and Property Management - BEA will provide demands to the Subcontractor for parts. The Subcontractor shall fulfill the demand from its stock (inventory) or purchased on-demand. Parts Room Operations - The Subcontractor shall be responsible for operating the parts room at the INL Fleet maintenance facility and for providing all direct day-to-day support required to ensure that the performance standards of this SOW are met. Specifically, the Subcontractor shall: Process on- demand purchases for required parts and services sufficient to meet the performance standards of this SOW Provide expertise, advice, and assistance to the BEA Manager/designee in support of the effective and efficient operation of the fleet to include the recommendation of innovative maintenance and repair solutions Provide other ongoing analytical support, as required, and respond to on-demand requests for service under the supervision of the BEA Manager Provide a monthly invoice with parts descriptions and applicable tool sheet or information such as contact and charge number information. A split invoice may be required for end of fiscal year accounting and billing Utilize BEA-provided read-only access to Asset Suite system to fully utilize stock material catalog Enter all transactions with parts descriptions into AssetWorks Fleet Focus software. The Subcontractor shall invoice parts to BEA referencing the SRO and Equipment ID number Provide equipment, furnishings and job-specific training for its employees as required to successfully meet the requirements. The Subcontractor shall be responsible for maintenance of own equipment. Parts Delivery - The Subcontractor shall be responsible for delivering parts to CFA 696 or West One (located in Idaho Falls, ID) warehouse for delivery Industry Consulting Services- The subcontractor shall be responsible for providing industry best practices on all operations of automotive and equipment parts warehousing operations. Work Excluded Location - BEA will provide space sufficient to meet the Subcontractor�s parts stocking and management requirements. In addition, BEA will provide training to the Subcontractor�s staff in the use of the INL Fleet AssetWorks Fleet Focus Software sufficient to meet the requirement.
