Description
NOAA�s space weather mission is to safeguard society with actionable space weather information. Environmental measurements are the foundation for all space weather products. The NOAA Space Weather Prediction Center utilizes measurements of conditions occurring throughout the Sun-Earth system, including the solar surface, solar atmosphere, coronal mass ejections, solar electromagnetic and energetic particle emissions, solar wind plasma and magnetic field, magnetospheric energetic particles and magnetic field, ionospheric total electron content and scintillation, ground magnetic field, and ground neutron flux. NOAA products and services derived from these measurements serve a broad spectrum of civilian and security activities, including electric power distribution, aviation, satellite operations, navigation, and communication. In response to the PROSWIFT Act and the Government�s effort to leverage commercially available data and services, NOAA intends to conduct a Commercial Weather Data Pilot (CWDP) Study of commercial space weather data sources and related capabilities that may help NOAA meet its space weather mission objectives. For this Pilot Study, NOAA is seeking measurements from low Earth orbiting satellite-based GNSS receivers that will enable NOAA to derive ionospheric products that meet the current and anticipated needs of operational space weather models and applications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with the Simplified Procedures for Certain Commercial Items in Subpart 13.5, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. Questions on this solicitation must be submitted to Maryann Orellana at maryann.orellana@noaa.gov and Suzanna Espinoza at suzanna.espinoza@noaa.gov, no later than 2:00 PM Eastern Time on May 31, 2022. Answers to any questions will be provided to all potential offerors via an amendment to the solicitation. Proposals are required to be received in the contracting office no later than 2:00 P.M., Eastern Time on June 9, 2022.
