- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations, Legacy Region 9. USFWS intends to award a firm fixed price sole source contract for a base year plus four option years under the authority of FAR 6.302-1 Only One Responsible Source to: DJ Case & Associates, Inc. 317 E Jefferson Blvd Mishawaka, IN 46545 The North American Industry Classification System (NAICS) code for this requirement is 541511 Custom Computer Programming Services. The object of this sole source award to D J Case & Associates Inc. is to upgrade the Science Applications (SA) Science Catalog. The SA Science Catalog is an extensive web application that integrates all FWS systems and workflows. D J Case & Associates is the original designer of the USFWS Science Catalog. D J Case & Associate�s extensive knowledge in developing the original complex source code for the existing SA Science Catalog is critical in the ability to complete the upgrades on time. In accordance with FAR 6.302-1 (ii) A, this understanding and previous knowledge provides D J Case with the skill set needed for the development of the required custom platform and will eliminate the substantial duplication of cost to the Government This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
