- THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE AWARD TO�THUNDER GUN RANGE. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price contract on a sole source basis to the THUNDER GUN RANGE (located at 17234 FM 1314 Conroe, TX 77302) for 24/7 dedicated firing range and training facility access. This requirement, considered commercial services, will be acquired using FAR Part 12 and FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-1(b),�Soliciting from a single source. Market Research conducted by OAQ and ERO, determined there were other firing ranges and training facilities in the market, however, only Thunder Gun Range can meet the Government�s 35-mile firing range proximity to the Houston Field Office, range length and occupancy, and unrestricted access requirements. Based on these requirements, market research determined there were no other sources able to provide these services. This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future will be in the best interest of the Government. Any questions about this notice must be received no later than 4 PM Eastern Standard Time on 26 May 22. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 12:00 PM Eastern Standard Time on 2 Jun 22 by email to Marland.Clark@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state �Response to Notice of Intent 70CDCR22Q00000008 � Firing Range�. All information submitted should support the offeror�s capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award. The anticipated primary North American Classification Systems (NAICS) code is 713990 � All Other Amusement and Recreation Industries.
