- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, effective on May 1, 2022. This solicitation is set-aside based on an order of priority as established in 38 U.S.C. 8127. TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. The associated North American Industrial Classification System (NAICS) code for this procurement is 541380 Testing Laboratories, with a small business size of $16.5 Million. The Product Service Code (PSC) is H954 Other Quality Control/Test/Inspect- Prefabricated Structures and Scaffolding. The Department of Veterans Affairs, Network Contracting Office (NCO) 8 in San Juan, has a requirement for Fuel Storage Tanks System Testing, Maintenance and Repairs at the VA Caribbean Healthcare System, San Juan, Puerto Rico. A Price/Cost schedule containing the contract line items, description, unit of issuance and quantities (including option periods) is attached. Detailed specifications and requirements are provided in the attached Performance Work Statement (PWS) and associated documents. Emphasis is made on the Addendum to FAR 52.212-1, Instructions to Offerors. Detailed instructions regarding this RFQ can be found in this addendum. The addendum can be found in document titled 36C24822Q0975 Attachment C Clauses and Provisions . The contract period of performance is expected to be from July 1, 2022, or date of award if later until June 30, 2023, plus four (4), one-year option periods. In addition, FAR Clause 52.217-8, Option to Extend Services, is incorporated into this requirement. FAR 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services (Feb 2021) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (November 2021) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Products and Commercial Services. (Jan 2022) The provision at 52.212-2, Evaluation -- Commercial Items, is not applicable to this acquisition. Evaluation and basis for award is contained in the amendment to 52.212-1. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR Part 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Options will be evaluated at time of award. The award will be made to the response most advantageous to the Government. Responses should contain your best terms and conditions. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: ""The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."" OR ""The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"" Quoters shall list exception(s) and rationale for the exception(s), if any.
