- N00164-22-R-WS63 � SOLE SOURCE � SUPPLIES AND SERVICES TO SUPPORT THE INTERFERENCE CANCELLATION SYSTEM (INCANS) �PSC: J059 � NAICS: 811210 Issue Date: 19 MAY 2022 � Closing Date: 03 JUNE 2022 � 3:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for procurement of supplies/services to support the Interference Cancellation System (INCANS). The procured supplies and services will be in support of the Airborne Electronic Attack (AEA) Fleet Support Team (FST) and Organic Depot requirements, in support of the INCANS. The procurement will provide fleet sustainment and organic depot support for the INCANS, and will include Support Equipment; Program Support; Engineering Support; Logistics Support; Repairs/Upgrades/Calibration; Training; Field Engineering Support/On-Site Support; Support for Government Representative Visits to Contractor Facilities; Environmental Stress Screening; and Documentation/Data associated with the INCANS. This procurement will be processed as Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP)� five-year �C� type contract, with some line items established as CPFF and others as FFP. FOR SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, L3Harris Technologies, Inc., 2400 Palm Bay RD NE, Palm Bay, Florida, 32905-3377, under the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. This is being sole sourced because L3Harris is the sole designer and manufacturer of the INCANS and maintains a high degree of technical expertise of its capabilities. Award of INCANS requirements to another source would result in substantial duplication of costs and unacceptable schedule delays in accordance with 10 U.S.C. � 3204(a)(1), FAR 6.302-1(a)(2)(iii)(A)&(B).� All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM).
