Description
The mission of the National Institute of Allergy and Infectious Diseases (NIAID) is to conduct and support research to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases.�� To accomplish Institute goals, the NIAID conducts basic and applied research in its laboratories in Bethesda, Rockville, and Frederick, Maryland and Hamilton, Montana. NIAID�s research workforce portfolio is continually adjusting in response to ever-changing challenges such as bioterrorism; emerging and re-emerging infectious diseases including AIDS, SARS, West Nile virus, malaria, Ebola, Zika, COVID-19, and tuberculosis; as well as the growth of programs in NIAID�s core scientific disciplines of microbiology, immunology, and infectious diseases. The planning, ongoing assessment, and management of a strategic human capital program and an organization effectiveness environment are critical to the ongoing success of the research goals of the NIAID. NIAID has a unique dual mandate to pursue a complex and diverse research portfolio in immunologic, allergic and infectious diseases while maintaining the capacity to quickly launch a research response to newly emerging and re-emerging infectious diseases.� Recognizing the complexity in NIAID�s dual mandate and the talent and organization capacity needed to flex and respond to emerging outbreaks like the novel coronavirus, the Contractor will facilitate the strategic activities towards preserving NIAID as an employer that is capable of acquiring, developing, and retaining a high performing workforce necessary to achieve NIAID�s goals and objectives. NIAID must continuously adapt its human capital programs in real-time in order to continue to accomplish its mission in an ever changing workforce environment.� NIAID�s current human capital challenges include developing and maintaining high levels of employee engagement (as we anticipate the loss of key workers due to retirement and the need for strategies to support this demographic shift), and developing the next generation of leaders who are prepared to step in.� NIAID�s focus during the length of this contract include: investing in a culture that will evolve to support employees across all life phases; the ongoing development of technologies to facilitate these activities to enable metric driven decisions; and building strength through teaming with a focus on relationship building and strong communications. The scope of this contract is to provide assistance in support of long-term human capital strategy and talent management practices to plan for, acquire, engage, develop, train, and retain a superior workforce. For this solicitation, the NIAID requires proposals to be submitted online via the NIAID electronic Contract Proposal Submission (eCPS) website. Submission of proposals by facsimile or e-mail is not acceptable. For directions on using eCPS, go to the website https://ecps.nih.gov/ and then click on ""How to Submit."" No collect calls will be accepted.� No facsimile transmissions will be accepted. Please see the attached RFP for solicitation details.� 04/21/2022 - Amendment 1 - The proposal submission deadline for RFP 75N93022R00003 has been extended to May 20, 2022 at 3:00PM ET. Offeror's questions and NIAID's responses, and any additional amendments will be provided in the next amendment on/around May 2, 2022.� 05/04/2022 - Amendment 2 - Amendment 2 includes Offeror's questions and NIAID's responses, and RFP 75N93022R00003 amendment. Please refer to the attachments.� 05/19/2022 - Amendment 3 - Amendment 3 clarifies proposal submission instructions. Please refer to Attachment 1 of RFP 75N93022R00003 for proposal submission instructions. All proposals, including those submitted by the Prime and subcontractors, must be submitted to eCPS. Proposals submitted via email will not be accepted. As a result of this amendment, the proposal submission deadline of May 20, 2022 at 3:00PM ET remains unchanged.�
