Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in�subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This�announcement constitutes only solicitation; quotes are being requested and a separate written solicitation will�not be issued. Solicitation number 70Z04022Q60075Y00 applies and is used as a Request for Quote (RFQ). This solicitation�document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular�2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this�synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be�considered by this agency. The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price�Purchase Order. No down payments or advanced payments will be made to the awarded vendor.�Vendor shall ensure they can secure funding for this order until delivered and received by the US�Coast Guard. Payment will be made by Government Purchase order (Net 30) and the vendor shall�assume financial responsibility until the order is accepted and received by US Coast Guard. Basis for Award:�This�solicitation is based on FAR 13 � Simplified Acquisition Procedures and quotes will be reviewed and awarded on a Lowest Price Technically Acceptable basis per the solicitation.� Past performance will only be reviewed for �responsibility� basis per FAR 9.1.� There are no adjectival ratings nor will award be based on a best value tradeoff basis.�The vendor�s quote that is the lowest priced and meets all the technical requirements of the solicitation will be awarded the contract. All quotes shall be emailed to SK2 Chad Yearwood via chad.a.yearwood@uscg.mil and shall be�received no later than 06/02/22 by 0900hrs (Eastern). All emailed quotes shall have 70Z04022Q60075Y00�in the subject of the email. The United States Coast Guard Surface Forces Logistics Center has a requirement for the following service; Performance Work Statement for USCGC Richard Dixon Shaft Seal Hot Bond Scope: This work item describes the requirements for the Contractor to Hot Bond split components for the H76214-6 Shaft Seals on the Coast Guard Cutter Richard Dixon. References: Coast Guard Technical Publications (TP) 8081, Stern Tube Seal with Emergency Packing Gland � Type PSE, Model H76214-6 with Emergency Packing Glad Model 78479 Background: The Coast Guard Cutter, Richard, Dixon will be dry docked at US Coast Guard Yard, 2401 Hawkins Pt. Rd. Baltimore, MD 21226. The POC will be LTJG Emily, Dow @ 410-977-4152 Period of Performance: 07/01/2022 - 07/29/2022 (Estimated) shall be finalized with vendor after award� and at kickoff meeting with the awarded vendor. Requirements: Qualifications for performing hot bonding of the split seal components. If requested by the KO, submit evidence that one or more on-site technicians has successfully overhauled, renewed, or repaired the H76214 Seal, or a similar model of shaft seal manufactured by the same company, and further describe all knowledge, experience, and training contributing to being qualified to disassemble/reassemble the bow thruster. Bellows and inflatable sea will need to be hot bonded in place on both the port and stbd shaft. Hot bonding shall be completed IAW Coast Guard Tech Pub 8081A. 6.5 SEAL ASSEMBLY WITH PROPULSION SHAFT IN PLACE The following procedures describe the steps required to install PSE stern tube seal components with the propulsion shaft in place. The procedures are listed in the correct order of assembly. Unless otherwise indicated, refer to figure 8-1. 6.5.1 SPLIT COMPONENT HOT BONDING PROCEDURE. Perform the following steps to hot bond a split inflatable seal (8-6) or bellows (8-5) around the shaft. The inflatable seal can only be replaced if the vessel is dry docked or another means of maintaining watertight integrity is available. 6.5.1.1 Split Inflatable Seal Hot Bonding. To bond a split inflatable seal (8-6) around the propulsion shaft, perform the following steps.�Hot bonding of split components should only be performed by qualified personnel using the proper specialized bonding equipment for the split component. Improper bonding of split seal components can result in stern tube seal failure and water ingress. a. Thoroughly clean the ends of the inflatable seal (8-6) using a solvent cleaner which leaves no residue. b. Coat both ends with vulcanizing compound. Allow ends to dry for 40 minutes. c. Install bonding insert into one end of the inflatable seal. Ensure the threaded end of the insert points toward the air inlet hole in the inflatable seal. Attach inflatable seal ends to bonding jig clamps. Do not install clamp directly over bonding insert. Allow approximately 0.400 inch (10 mm) of clearance on either end.� d. Wrap the inflatable seal around the shaft and place the ends together so that the insert fits equally into both ends. Ensure the inflatable seal (8-6) has a clear path to the mounting ring (3-1) and is properly oriented. e. Insert jig stud bars through the clamps and the base of the jig. Install nuts on the ends of each stud bar and apply 0.200 inch (5 mm) of compression. Ensure the inflatable seal ends are properly inserted in the base of the jig. f. Attach the top plate of the jig and hand tighten the two retaining bolts. g. Apply an additional 0.078 inch (2 mm) of compression to the clamp stud bars and tighten. h. Connect heating unit with controller and heating elements to bonding jig. i. Heat bonding jig to approximately 257 �F (125 �C) for approximately 30 minutes. j. Allow bonding jig to cool completely before disassembling. Once cool, remove the jig from the seal. k. Roll the seal by hand to loosen bonding insert inside seal 6.5.2 INFLATABLE SEAL INSTALLATION. Perform the following steps to install a bonded inflatable seal into the PSE stern tube seal assembly. a. If an inflatable seal (8-6) was bonded around the propulsion shaft, insert the shaped end of the air inlet tube into the air inlet hole of the inflatable seal. b. Carefully insert the bonded inflatable seal (8-6) into the mounting ring (3-1). c. Attach the mounting ring (3-1) to the stern tube using the screws (3-3) that were previously removed. d. Test the inflatable seal in accordance with paragraph 8.10.2. 6.5.3 BELLOWS INSTALLATION. a. If a split bellows (8-6) was bonded around the propulsion shaft, install the flanged end of the bonded bellows through the bellows clamp (3-2). b. Press the bellows (8-6) and bellows clamp (3-2) against the mounting ring (3-1) and secure with screws (3-4). Apply liquid thread lock and tighten the screws in an even, diagonal sequence. Torque screws (3-4) to 5.5 ft-lbs. Government furnished items: The government will provide rigging and crane service from 0700-1500 Monday � Friday. The government will provide access to utilities such as: compressed air, electricity and water. The government will provide access to oil disposal and dry waste.
