Description
PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION.� This Pre-Solicitation Notice/Synopsis serves as notification to industry of the upcoming Request for Proposal (RFP) package for Naval Air Warfare Center Training Systems Division (NAWCTSD), Multi-Engine Training System (METS) Ground Base-Training Systems (GBTS) (N61340-21-R-0070). This notice does not constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject projects. Responses in any form are not offers. The Government is under no obligation to award a contract because of this announcement. The Product Service Code (PSC) identified for this procurement is 6930 for Operation Training Devices and the North American Industry Classification System (NAICS) identified is 333318 for Other Commercial and Service Industry Machinery and Manufacturing. The purpose of this requirement is to provide simulators and part task trainers, to include: Operational Flight Trainers (OFTs), Unit Training Devices (UTDs), and Desktop Avionics Trainers (DATs), which will enable realistic training for Student Naval Aviators in the T-XX METS aircraft. This requirement will replace the current T-44 simulators and part task trainers located at Naval Air Station (NAS) Corpus Christi, Texas. Multi-engine training capabilities will require simulators and part task trainers to be provided for the students of the United States Navy (U.S. Navy) and United States Marine Corps. As the Government anticipates that the simulators and part task trainers will be commercially available, the future awardee will be expected to incorporate Government required modifications, perform installation and conduct testing on these devices. NAWCTSD intends to compete this effort as a full and open competition and to select one Offeror on the basis of its proposal providing the �best value� to the Government, per FAR Part 15, all factors considered. A C-type or standard contract type, is contemplated.
