Description
The Department of Veterans Affairs, Network Contracting Office 17 Regional Procurement Office West 124 E Hwy 67 Suite 100 Duncanville TX intends to negotiate a sole source firm fixed priced contract with Four Points Technology LLC, 14900 Conference Center Drive Suite 100 Chantilly, VA 20151for the expansion of the Navi Care Nurse Call System that currently support the Veterans Affairs Medical Center 4500 Lancaster Rd Dallas TX 75216. The Navi Care system includes software and hardware proprietary to Hillrom.com. Four Points Technology LLC is HIllrom.com s only authorized distributor and therefore the only available source to expand the Navi Care Call System. This requirement is for an upgrade to the current system installed in 2016 with updated software and hardware to ensure continuity of patient care among high risk ambulatory patients. This procurement is being conducted in accordance with FAR 13.106-1(b) (2), Soliciting from a Single Source. The NAICS code utilized for this procurement is 334310 Audio and Video Equipment Manufacturing with small business size 750 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition. Such responses MUST be received no later than May 24, 2022, at 3:00 PM CST. Forward responses by e-mail to Frank Mendoza at Francisco.mendoza@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. The Department of Veterans Affairs, NCO 17 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for the Navi Care Nurse Call System Update in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
